    書簡をもって啓上いたします。本使は、日本国政府（以下「政府」という。）の代表者と世界食糧計画（以下「計画」という。）の代表者との間で最近行われたブルンディ共和国、ルワンダ共和国、タンザニア連合共和国及びウガンダ共和国における難民、国内避難民及び社会的弱者、アンゴラ共和国内紛争被災民、エリトリア国内被災民、ソマリア民主共和国内被災民、リベリア共和国、シエラ・レオーネ共和国及びギニア共和国における難民、国内避難民及び帰還民、コンゴー民主共和国内紛争被災民並びにコンゴー共和国内紛争被災民に対する食糧援助計画に関する協議に言及するとともに、千九百九十九年の食糧援助規約に関連して政府が計画を通じて供与する意向を有する援助に関する次の取極を提案する光栄を有します。

							

						

						

							

								
Madam,

	I have the honour to refer to the recent discussions held between the representatives of the Government of Japan (hereinafter referred to as "the Government") and of the World Food Programme (hereinafter referred to as "the Programme") in relation to the food aid programme for the refugees, the internally displaced persons and the vulnerable groups in the Republic of Burundi, the Republic of Rwanda, the United Republic of Tanzania and the Republic of Uganda, the war affected populations in the Republic of Angola, the suffering people in the State of Eritrea, the suffering people in the Somali Democratic Republic, the refugees, the internally displaced persons and the returning refugees in the Republic of Liberia, the Republic of Sierra Leone and the Republic of Guinea, the war affected populations in the Democratic Republic of Congo and the war affected populations in the Republic of Congo, and have further the honour to propose the following arrangements concerning the assistance which the Government intends to extend through the Programme in connection with the Food Aid Convention, 1999:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １  政府は、日本国の関係法令に従い、二十億五千万円（二、〇五〇、〇〇〇、〇〇〇円）を贈与の形で計画の使用に供する。

							

						

						

							

								
1.	The Government shall make available to the Programme, in accordance with the relevant laws and regulations of Japan, the amount of two billion fifty million yen (2,050,000,000) in the form of grant.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ２  政府は、日本国の銀行の東京店に開設されている世界食糧計画の勘定に、１に定める額を日本円で払い込む。この額は、政府の関係当局と計画との間の合意によって延長されない限り、この取極が効力を生ずる日から二千一年三月三十一日までの期間中に払い込まれる。

							

						

						

							

								
2.	The Government shall make a payment of the amount referred to in paragraph 1 in Japanese yen to the World Food Programme Account opened in the Tokyo office of a bank of Japan.  This amount shall be paid during the period between the date of coming into force of the present arrangements and March 31, 2001, unless the period is extended by mutual agreement between the authority concerned of the Government and the Programme.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ３  政府は、２の規定に従って払込みを行うことにより、その払込みを行ったときにその払込みの金額までこの取極に基づく援助を実施したとみなされる。

							

						

						

							

								
3.	By and upon making the payment under the preceding paragraph, the Government shall be deemed to have made the assistance under the present arrangements to the extent of the amount of such payment.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ４(1)  １に定める総額は、欧州連合の加盟国、カナダ、アラブ首長国連邦及び（又は）オーストラリアにおいて生産された豆（以下「豆」という。）、南アフリカ共和国、アメリカ合衆国、アンゴラ共和国及び（又は）アルゼンティン共和国において生産されたメイズ（以下「メイズ」という。）、南アフリカ共和国、アメリカ合衆国、アルゼンティン共和国、アンゴラ共和国及び（又は）欧州連合の加盟国において生産されたメイズミール（以下「メイズミール」という。）、アメリカ合衆国、カナダ、欧州連合の加盟国、ルーマニア、ハンガリー共和国、ブルガリア共和国、トルコ共和国及び（又は）ウクライナにおいて生産された小麦（以下「小麦」という。）及び（又は）日本国に備蓄されたアメリカ合衆国で生産された米（以下「米」という。）並びにこれらの購入に関連する費用（輸送費、保険料及び計画に対する手数料を含む。）に使用される。

							

						

						

							

								
4.	(1)	The total amount referred to in paragraph 1 above shall be used for the purchase of pulse produced in the member States of the European Union, Canada, the United Arab Emirates and/or Australia (hereinafter referred to as "the Pulse"), maize produced in the Republic of South Africa, the United States of America, the Republic of Angola and/or the Argentine Republic (hereinafter referred to as "the Maize"), maize meal produced in the Republic of South Africa, the United States of America, the Argentine Republic, the Republic of Angola and/or the member States of the European Union (hereinafter referred to as "the Maize Meal"), wheat produced in the United States of America, Canada, the member States of the European Union, Romania, the Republic of Hungary, the Republic of Bulgaria, the Republic of Turkey and/or Ukraine (hereinafter referred to as "the Wheat") and/or rice produced in the United States of America that is stored in Japan (hereinafter referred to as "the Rice") and for the expenditures related to such purchases, including freight, insurance premium and the Programme's agency fees.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)　豆、メイズ、メイズミール、小麦及び（又は）米の現在の価格、輸送費、保険料及びその他関連経費を考慮して、次のことが期待される。

      (a)　最小限一億九千五百万円（一九五、〇〇〇、〇〇〇円）相当の豆が購入され、船積みされ、ブルンディ共和国、ルワンダ共和国、タンザニア連合共和国及びウガンダ共和国における難民、国内避難民及び社会的弱者に引き渡されること。

      (g)　最小限二千六百万円（二六、〇〇〇、〇〇〇円）相当の米が購入され、船積みされ、コンゴー共和国内紛争被災民に引き渡されること。

    (3)  計画は、(2)にいう豆、メイズ、メイズミール、小麦及び（又は）米の購入並びに輸送及び保険のため、計画の財務規則に従い供給者と契約を締結する。

							

						

						

							

								
	(3)	The Programme shall enter into contracts with suppliers for the purchase of the Pulse, the Maize, the Maize Meal, the Wheat and/or the Rice referred to in sub-paragraph (2) and for the shipping and insurance in accordance with the Programme's financial rules.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ５　計画は、４の規定に従って購入した豆、メイズ、メイズミール、小麦及び（又は）米をできる限り速やかにブルンディ共和国、ルワンダ共和国、タンザニア連合共和国及びウガンダ共和国における難民、国内避難民及び社会的弱者、アンゴラ共和国内紛争被災民、エリトリア国内被災民、ソマリア民主共和国内被災民、リベリア共和国、シエラ・レオーネ共和国及びギニア共和国における難民、国内避難民及び帰還民、コンゴー民主共和国内紛争被災民並びにコンゴー共和国内紛争被災民に引き渡すために必要なすべての措置をとる。

							

						

						

							

								
5.	The Programme shall take all the necessary measures to deliver as soon as possible the Pulse, the Maize, the Maize Meal, the Wheat and/or the Rice purchased under the preceding paragraph to the refugees, the internally displaced persons and the vulnerable groups in the Republic of Burundi, the Republic of Rwanda, the United Republic of Tanzania and the Republic of Uganda, the war affected populations in the Republic of Angola, the suffering people in the State of Eritrea, the suffering people in the Somali Democratic Republic, the refugees, the internally displaced persons and the returning refugees in the Republic of Liberia, the Republic of Sierra Leone and the Republic of Guinea, the war affected populations in the Democratic Republic of Congo and the war affected populations in the Republic of Congo.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ６  政府及び計画は、いずれか一方の要請により、この取極から又はこれに関連して生ずるいかなる事項についても、相互に協議する。

							

						

						

							

								
6.	The Government and the Programme shall consult with each other, at the request of either of them, on any matter that may arise from or in connection with the present arrangements.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ７(1)　計画は、標準事業報告書の形式により、事業の財政及び活動に係る報告書を政府に提出する。

							

						

						

							

								
7.	(1)	The Programme shall provide the Government with a financial and operational report of the project in the form of the Standardized Project Report.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)　計画は、政府の要請に基づき、事業に関する必要な情報を政府に提出する。

							

						

						

							

								
	(2)	Upon the request made by the Government, the Programme shall provide the Government with necessary information on the project.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)　計画は、関連の出版物において政府の貢献について言及すること及び豆、メイズ、メイズミール、小麦及び（又は）米が日本国により贈与された旨の標示を豆、メイズ、メイズミール、小麦及び（又は）米の袋に日本国のＯＤＡマークを付すことにより、政府の貢献を視認できることを確保する。

							

						

						

							

								
	(3)	The Programme shall ensure the visibility of the Government's contribution through referring to the contribution in its relevant publications and indicating, by markings on the pulse bags, the maize bags, the maize meal bags, the wheat bags and/or the rice bags with the logo of Japan's ODA, that the Pulse, the Maize, the Maize Meal, the Wheat and/or the Rice have been donated by Japan.
