  　書簡をもって啓上いたします。本官は、日本国政府（以下「政府」という。）の代表者と世界食糧計画（以下「計画」という。）の代表者との間で最近行われたカンボディア王国内の被災民に対する食糧援助計画に関する協議に言及するとともに、千九百九十九年の食糧援助規約に関連して政府が計画を通じて供与する意向を有する援助に関する次の取極を提案する光栄を有します。

							

						

						

							

								
Madam,

	I have the honour to refer to the recent discussions held between the representatives of the Government of Japan (hereinafter referred to as "the Government") and of the World Food Programme (hereinafter referred to as "the Programme") in relation to the food aid programme for the suffering people in the Kingdom of Cambodia and have further the honour to propose the following arrangements concerning the assistance which the Government intends to extend through the Programme in connection with the Food Aid Convention, 1999:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １　政府は、日本国の関係法令に従い、七億円（七〇〇、〇〇〇、〇〇〇円）を贈与の形で計画の使用に供する。

							

						

						

							

								
1.	The Government shall make available to the Programme,
in accordance with the relevant laws and regulations of Japan, the amount of seven hundred million yen (700,000,000) in the form of grant.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ２　政府は、日本国の銀行の東京店に開設されている世界食糧計画の勘定に、１に定める額を日本円で払い込む。この額は、政府の関係当局と計画との間の合意によって延長されない限り、この取極が効力を生ずる日から二千年三月三十一日までの期間中に払い込まれる。

							

						

						

							

								
2.	The Government shall make a payment of the amount referred to in paragraph 1 in Japanese yen to the World Food Programme Account opened in the Tokyo office of a bank of Japan.  This amount shall be paid during the period between the date of coming into force of the present arrangements and March 31, 2000, unless the period is extended by mutual agreement between the authority concerned of the Government and the Programme.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ３　政府は、２の規定に従って払込みを行うことにより、その払込みを行ったときにその払込みの金額までこの取極に基づく援助を実施したとみなされる。

							

						

						

							

								
3.	By and upon making the payment under the preceding paragraph, the Government shall be deemed to have made the assistance under the present arrangements to the extent of the amount of such payment.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ４(1)　１に定める総額は、日本国に備蓄された日本国及びオーストラリアで生産された米（以下「米」という。）の購入及びこの購入に関連する費用（輸送費、保険料及び計画に対する手数料を含む。）に使用される。

							

						

						

							

								
4.	(1)	The total amount referred to in paragraph 1 above shall be used for the purchase of rice produced in Japan and Australia that is stored in Japan (hereinafter referred to as "the Rice") and for the expenditures related to such purchases, including freight, insurance premium and the Programme's agency fees.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)　米の現在の価格、輸送費及び保険料を考慮して、最小限三億七千九百万円（三七九、〇〇〇、〇〇〇円）相当の米が購入され、船積みされ、カンボディア王国内の被災民に引き渡されることが期待される。

							

						

						

							

								
	(2)	Taking into account the current price of the Rice, freight and insurance premium, it is anticipated that a minimum of three hundred and seventy-nine million yen (379,000,000) of the Rice will be purchased, shipped and delivered to the suffering people in the Kingdom of Cambodia.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)　計画は、(2)にいう米の購入並びに輸送及び保険のため、計画の財務規則に従い供給者と契約を締結する。

							

						

						

							

								
	(3)	The Programme shall enter into contracts with suppliers for the purchase of the Rice referred to in
sub-paragraph (2) and for the shipping and insurance in accordance with the Programme's financial rules.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ５　計画は、４の規定に従って購入した米をできる限り速やかにカンボディア王国内の被災民に引き渡すために必要なすべての措置をとる。

							

						

						

							

								
5.	The Programme shall take all the necessary measures to deliver as soon as possible the Rice purchased under the preceding paragraph to the suffering people in the Kingdom of Cambodia.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ６　政府及び計画は、いずれか一方の要請により、この取極から又はこれに関連して生ずるいかなる事項についても、相互に協議する。

							

						

						

							

								
6.	The Government and the Programme shall consult with each other, at the request of either of them, on any matter that may arise from or in connection with the present arrangements.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ７(1)　計画は、供給者と契約を締結した後、遅滞なく次の事項を政府に通報する。

	(2)	Each time a shipment is loaded aboard a ship or unloaded therefrom or arrives at the distribution sites, the Programme shall inform the Government of the date and the quantity and condition of the Rice.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)　計画は、最初の積荷が配布地に到着した後、三箇月ごとに米の配布に関する報告書を政府に提出するよう努める。

							

						

						

							

								
	(3)	After the arrival of the first shipment at the distribution sites, the Programme shall endeavour to submit to the Government a report on the distribution of the Rice every three months.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (4)　計画は、この取極に従って購入した米の配布が完了した後、配布に関する最終報告書を、できる限り配布地における写真を付して、政府に提出する。

							

						

						

							

								
	(4)	Upon the completion of the distribution of the Rice purchased under the present arrangements, the Programme shall provide for the Government a final report on the distribution, if possible together with photographs taken at the distribution sites.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (5)　計画は、米が日本国により贈与された旨の標示を米の袋に付すことを確保する。

  　本官は、更に、この書簡及び前記の取極を確認される貴官の返簡が政府と計画との間の合意を構成するものとみなし、その合意が貴官の返簡の日付の日に効力を生ずることを提案する光栄を有します。
