  　書簡をもって啓上いたします。本長官は、千九百九十四年十二月十二日付けの交換公文によって行われ、延長及び改正されたアメリカ合衆国航空宇宙局（以下「ＮＡＳＡ」という。)と宇宙開発事業団（以下「事業団」という。)との間の宇宙飛行士訓練計画（以下「計画」という。)に係る協力に関するアメリカ合衆国政府と日本国政府との間の取極（以下「現行取極」という。)に言及する光栄を有します。

							

						

						

							

								
Excellency,

	I have the honor to refer to the arrangements between the Government of the United States of America and the Government of Japan concerning the cooperation between the National Aeronautics and Space Administration of the United States of America (hereinafter referred to as "NASA") and the National Space Development Agency of Japan (hereinafter referred to as "NASDA") on the Astronaut Training Program (hereinafter referred to as "the Program"), which was effected by the Exchange of Notes dated December 12, 1994, as extended and amended (hereinafter referred to as "the Present Arrangement").

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本長官は、更に、宇宙空間の平和的な探査及び利用の分野において両政府の間に引き続いて存在する相互に有益な関係を考慮し、千九百八十八年六月二十日にトロントで署名され、延長及び改正された科学技術における研究開発のための協力に関するアメリカ合衆国政府と日本国政府との間の協定に留意し、また、千九百九十五年四月二十四日にワシントンで署名された平和的目的のための宇宙の探査及び利用における協力のための損害賠償責任に係るアメリカ合衆国政府と日本国政府との間の協定及び代位請求に関する両政府間の同日付けの交換公文が計画に適用されることを再確認して、現行取極を二千六年七月三十一日まで延長するという両政府の代表者の間で最近到達した了解をアメリカ合衆国政府に代わって確認する光栄を有します。

							

						

						

							

								
	In consideration of the continuing mutually beneficial relationship between the two Governments in the field of peaceful exploration and use of outer space; taking into account the Agreement between the Government of the United States of America and the Government of Japan on Cooperation in Research and Development in Science and Technology, signed at Toronto, on June 20, 1988, as extended and amended; and reaffirming that the provisions of the Agreement between the Government of the United States of America and the Government of Japan Concerning Cross-Waiver of Liability for Cooperation in the Exploration and Use of Space for Peaceful Purposes, signed at Washington, on April 24, 1995, and the Exchange of Notes of the same date between the two Governments concerning subrogated claims shall apply to the Program, I have further the honor to confirm, on behalf of the Government of the United States of America, the understanding reached recently between the representatives of the two Governments that the Present Arrangement shall be extended until July 31, 2006.
