  　書簡をもって啓上いたします。本長官は、環境のための地球規模の学習及び観測（以下「ＧＬＯＢＥ」という。)計画に係るアメリカ合衆国と日本国との間の協力に関しアメリカ合衆国政府の代表者と日本国政府の代表者との間で行われた最近の討議に言及する光栄を有します。

							

						

						

							

								
Excellency:

	I have the honor to refer to recent discussions between the representatives of the Government of the United States of America and of the Government of Japan concerning cooperation in the Global Learning and Observations to Benefit the Environment (hereinafter referred to as "GLOBE") Program between the United States of America and Japan.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本長官は、環境科学及び環境教育の分野において、ＧＬＯＢＥ計画及びその他の努力を通じて発展してきた両政府の間に存在する相互に有益な関係を考慮し、アメリカ合衆国政府に代わって、千九百九十五年八月二十九日にワシントンにおいて行われた、ＧＬＯＢＥ計画の下でアメリカ合衆国政府と日本国政府との間の協力を推進するための両政府間の合意を構成する交換公文を、同交換公文６の規定に従って、二千年八月二十九日から更に五年間延長することを提案する光栄を有します。

							

						

						

							

								
	In consideration of the mutually beneficial relationship between the two Governments that has developed through the GLOBE Program as well as other endeavors in the fields of environmental science and education, I have the honor to propose on behalf of the Government of the United States of America that the Exchange of Notes effected at Washington on August 29, 1995, and regarded as constituting an agreement between the Government of the United States of America and the Government of Japan to promote cooperation between them in the GLOVE Program be extended, in accordance with paragraph 6 of the Notes, for an additional five-year period beginning on August 29, 2000.
