    書簡をもって啓上いたします。本使は、日本国政府（以下「政府」という。）の代表者と世界食糧計画（以下「計画」という。）の代表者との間で最近行われたブルンディ共和国、ルワンダ共和国、タンザニア連合共和国及びウガンダ共和国における難民、国内避難民及び社会的弱者、エティオピア連邦民主共和国内被災民、エリトリア国内紛争被災民、ソマリア民主共和国内被災民、リベリア共和国、シエラ・レオーネ共和国、ギニア共和国、象牙海岸共和国及びガーナ共和国における難民、国内避難民及び帰還民、コンゴー民主共和国内避難民及び社会的弱者並びにウガンダ共和国内避難民に対する食糧援助計画に関する協議に言及するとともに、千九百九十九年の食糧援助規約に関連して政府が計画を通じて供与する意向を有する援助に関する次の取極を提案する光栄を有します。

							

						

						

							

								
Madam,

	I have the honour to refer to the recent discussions held between the representatives of the Government of Japan (hereinafter referred to as "the Government") and of the World Food Programme (hereinafter referred to as "the Programme") in relation to the food aid programme for the refugees, the internally displaced persons and the vulnerable groups in the Republic of Burundi, the Republic of Rwanda, the United Republic of Tanzania and the Republic of Uganda, the suffering people in the Federal Democratic Republic of Ethiopia, the war affected populations in the State of Eritrea, the suffering people in the Somali Democratic Republic, the refugees, the internally displaced persons and the returning refugees in the Republic of Liberia, the Republic of Sierra Leone, the Republic of Guinea, the Republic of Cote d'Ivoire and the Republic of Ghana, the internally displaced persons and the vulnerable groups in the Democratic Republic of Congo and the internally displaced persons in the Republic of Uganda, and have further the honour to propose the following arrangements concerning the assistance which the Government intends to extend through the Programme in connection with the Food Aid Convention, 1999:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １  政府は、日本国の関係法令に従い、二十五億円（二、五〇〇、〇〇〇、〇〇〇円）を贈与の形で計画の使用に供する。

							

						

						

							

								
1.	The Government shall make available to the Programme, in accordance with the relevant laws and regulations of Japan, the amount of two billion five hundred million yen (2,500,000,000) in the form of grant.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ２  政府は、日本国の銀行の東京店に開設されている世界食糧計画の勘定に、１に定める額を日本円で払い込む。この額は、政府の関係当局と計画との間の合意によって延長されない限り、この取極が効力を生ずる日から二千年三月三十一日までの期間中に払い込まれる。

							

						

						

							

								
2.	The Government shall make a payment of the amount referred to in paragraph 1 in Japanese yen to the World Food Programme Account opened in the Tokyo office of a bank of Japan.  This amount shall be paid during the period between the date of coming into force of the present arrangements and March 31, 2000, unless the period is extended by mutual agreement between the authority concerned of the Government and the Programme.

3.   ４(1)  １に定める総額は、ウガンダ共和国、タンザニア連合共和国、ルワンダ共和国、欧州連合の加盟国、カナダ、アメリカ合衆国、オーストラリア、ルーマニア、ハンガリー共和国、ブルガリア共和国、アラブ首長国連邦、リベリア共和国、シエラ・レオーネ共和国、ギニア共和国、ガーナ共和国、コンゴー民主共和国及び（又は）象牙海岸共和国において生産された豆（以下「豆」という。）、ケニア共和国、ウガンダ共和国、タンザニア連合共和国、南アフリカ共和国、アメリカ合衆国、欧州連合の加盟国、ルーマニア、ハンガリー共和国、ブルガリア共和国及び（又は）アルゼンティン共和国において生産されたメイズ（以下「メイズ」という。）、象牙海岸共和国、南アフリカ共和国、アメリカ合衆国、ルーマニア、ハンガリー共和国、ブルガリア共和国、アルゼンティン共和国、リベリア共和国、シエラ・レオーネ共和国、ギニア共和国、ガーナ共和国、コンゴー民主共和国、ウガンダ共和国及び（又は）欧州連合の加盟国において生産されたメイズミール（以下「メイズミール」という。）及び（又は）アメリカ合衆国、カナダ、オーストラリア、欧州連合の加盟国、ルーマニア、ハンガリー共和国、ブルガリア共和国、トルコ共和国、アルゼンティン共和国及び（又は）エティオピア連邦民主共和国において生産された小麦（以下「小麦」という。）並びにこれらの購入に関連する費用（輸送費、保険料及び計画に対する手数料を含む。）に使用される。

							

						

						

							

								
4.	(1)	The total amount referred to in paragraph 1 above shall be used for the purchase of pulse produced in the Republic of Uganda, the United Republic of Tanzania, the Republic of Rwanda, the member States of the European Union, Canada, the United States of America, Australia, Romania, the Republic of Hungary, the Republic of Bulgaria, the United Arab Emirates, the Republic of Liberia, the Republic of Sierra Leone, the Republic of Guinea, the Republic of Ghana, the Democratic Republic of Congo and/or the Republic of Cote d'Ivoire (hereinafter referred to as "the Pulse"), maize produced in the Republic of Kenya, the Republic of Uganda, the United Republic of Tanzania, the Republic of South Africa, the United States of America, the member States of the European Union, Romania, the Republic of Hungary, the Republic of Bulgaria and/or the Argentine Republic (hereinafter referred to as "the Maize"), maize meal produced in the Republic of Cote d'Ivoire, the Republic of South Africa, the United States of America, Romania, the Republic of Hungary, the Republic of Bulgaria, the Argentine Republic, the Republic of Liberia, the Republic of Sierra Leone, the Republic of Guinea, the Republic of Ghana, the Democratic Republic of Congo, the Republic of Uganda and/or the member States of the European Union (hereinafter referred to as "the Maize Meal") and/or wheat produced in the United States of America, Canada, Australia, the member States of the European Union, Romania, the Republic of Hungary, the Republic of Bulgaria, the Republic of Turkey, the Argentine Republic and/or the Federal Democratic Republic of Ethiopia (hereinafter referred to as "the Wheat") and for the expenditures related to such purchases, including freight, insurance premium and the Programme's agency fees.

    (3)  計画は、(2)にいう豆、メイズ、メイズミール及び（又は）小麦の購入並びに輸送及び保険のため、計画の財務規則に従い供給者と契約を締結する。

							

						

						

							

								
	(3)	The Programme shall enter into contracts with suppliers for the purchase of the Pulse, the Maize, the Maize Meal and/or the Wheat referred to in sub-paragraph (2) and for the shipping and insurance in accordance with the Programme's financial rules.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ５　計画は、４の規定に従って購入した豆、メイズ、メイズミール及び（又は）小麦をできる限り速やかにブルンディ共和国、ルワンダ共和国、タンザニア連合共和国及びウガンダ共和国における難民、国内避難民及び社会的弱者、エティオピア連邦民主共和国内被災民、エリトリア国内紛争被災民、ソマリア民主共和国内被災民、リベリア共和国、シエラ・レオーネ共和国、ギニア共和国、象牙海岸共和国及びガーナ共和国における難民、国内避難民及び帰還民、コンゴー民主共和国内避難民及び社会的弱者並びにウガンダ共和国内避難民に引き渡すために必要なすべての措置をとる。

							

						

						

							

								
5.	The Programme shall take all the necessary measures to deliver as soon as possible the Pulse, the Maize, the Maize Meal and/or the Wheat purchased under the preceding paragraph to the refugees, the internally displaced persons and the vulnerable groups in the Republic of Burundi, the Republic of Rwanda, the United Republic of Tanzania and the Republic of Uganda, the suffering people in the Federal Democratic Republic of Ethiopia, the war affected populations in the State of Eritrea, the suffering people in the Somali Democratic Republic, the refugees, the internally displaced persons and the returning refugees in the Republic of Liberia, the Republic of Sierra Leone, the Republic of Guinea, the Republic of Cote d'Ivoire and the Republic of Ghana, the internally displaced persons and the vulnerable groups in the Democratic Republic of Congo and the internally displaced persons in the Republic of Uganda.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ６  政府及び計画は、いずれか一方の要請により、この取極から又はこれに関連して生ずるいかなる事項についても、相互に協議する。

							

						

						

							

								
6. 	(2)	Each time a shipment is loaded aboard a ship or unloaded therefrom or arrives at the distribution sites, the Programme shall inform the Government of the date and the quantity and condition of the Pulse, the Maize, the Maize Meal and/or the Wheat.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)  計画は、最初の積荷が配布地に到着した後、三箇月ごとに豆、メイズ、メイズミール及び（又は）小麦の配布に関する報告書を政府に提出するよう努める。

							

						

						

							

								
	(3)	After the arrival of the first shipment at the distribution sites, the Programme shall endeavour to submit to the Government a report on the distribution of the Pulse, the Maize, the Maize Meal and/or the Wheat every three months.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (4)  計画は、この取極に従って購入した豆、メイズ、メイズミール及び（又は）小麦の配布が完了した後、配布に関する最終報告書を、できる限り配布地における写真を付して、政府に提出する。

							

						

						

							

								
	(4)	Upon the completion of the distribution of the Pulse, the Maize, the Maize Meal and/or the Wheat purchased under the present arrangements, the Programme shall provide for the Government a final report on the distribution, if possible together with photographs taken at the distribution sites.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (5)  計画は、豆、メイズ、メイズミール及び（又は）小麦が日本国により贈与された旨の標示を豆、メイズ、メイズミール及び（又は）小麦の袋に付すことを確保する。

							

						

						

							

								
	(5)	The Programme shall ensure that markings the pulse bags, the maize bags, the maize meal bags and/or the wheat bags bear indicate that the Pulse, the Maize, the Maize Meal and/or the wheat flour have been donated by Japan.
