　Mexico, July 24, 1998

　書簡をもって啓上いたします。本官は、円借款の供与に関する千九百八十二年七月十三日付けの交換公文(以下「従前の書簡Ⅰ」という。)、海外経済協力基金に対するメキシコの債務についての債務救済措置に関する千九百九十年十一月十二日付けの交換公文　(以下「従前の書簡Ⅱ」　という。)並びに日本輸出入銀行及び関係民間銀行に対するメキシコの債務についての債務救済措置に関する千九百九十年十一月十二日付けの交換公文(以下「従前の書簡Ⅲ」という。)に言及する光栄を有します。

　Excellency,
  I have the honour to refer to the Exchange of Notes dated July 13, 1982, concerning an extension of Yen Loan (hereinafter referred to as "the Previous Notes I"), the Exchange of Notes dated November 12, 1990, Concerning a debt relief measure with respect to the Mexican debts owed to the Overseas Economic Cooperation Fund (hereinafter referred to as "the Previous Notes II") and the Exchange of Notes dated November 12, 1990 concerning a debt relief measure with respect to the Mexican debts owed to the Export-Import Bank of Japan together with private banks concerned (hereinafter referred to as "the Previous Notes III").

　本官は、更に、メキシコ合衆国政府の代表者と日本国政府の代表者との間で最近到達した次の了解をメキシコ合衆国政府に代わって確認する光栄を有します。

　I have further the honour to confirm, on behalf of the Government of the United Mexican States, the following understanding recently reached between the representatives of the Government of the United Mexican States and of the Government of Japan:

1　従前の書簡Ⅰに関し、メキシコ合衆国政府は、ラサロ・カルデナス・ラス・トルーチャス製鉄公社(以下「シカルツァ」という。)と海外経済協力基金(以下「基金」という。)との間の借款契約に基づく債務のうち、残余の債務を引き受ける。メキシコ合衆国政府は、当該債務をメキシコ合衆国政府と基金との間で締結される契約であつて、従前の書簡Ⅱの3に規定された原則に基づく原則を含むものに従って支払う。

1. With respect to the Previous Notes I, the Government of the United Mexican States shall assume the remaining part of the debts under the loan agreement between the Siderurgica Lazaro Cardenas Las Truchas, S.A. (hereinafter referred to as "SICARTSA") and the Overseas Economic Cooperation Fund (hereinafter referred to as "the Fund"). The Government of the United Mexican States shall pay such debts in accordance with the agreement to be concluded between the Government of the United Mexican States and the Fund, which will contain the principles based on the principles stipulated in paragraph 3 of the Previous Notes II.

2　従前の書簡Ⅲに関し、メキシコ合衆国政府は、シカルツァと日本輸出入銀行及び関係民間銀行　(以下「銀行」という。)との間の債務繰延契約に従って支払われるべき債務を従前の書簡Ⅲの3に規定された原則と同様の原則を含むメキシコ合衆国政府と銀行との間の契約により引き受けた。メキシコ合衆国政府は、当該債務を当該契約に従って支払う。

2. With respect to the Previous Notes III, the Government of the United Mexican States have assumed the debts payable in accordance with the rescheduling agreement between SICARTSA and the Export-Import Bank of Japan together with private banks concerned (hereinafter referred to as "the Banks") by the agreement, which contains the same principles stipulated in paragraph 3 of the Previous Notes III, between the Government of the United Mexican States and the Banks. The Government of the United Mexican States shall pay the debts in accordance with the agreement referred to in this paragraph.

　本官は、閣下が前記の了解を日本国政府に代わって確認されれば幸いであります。

　I should be grateful if your Excellency would confirm the foregoing understanding on behalf of the Government of Japan.
