書簡をもって啓上いたします。本長官は、千九百七十九年五月二日にワシントンで署名され、千九百八十九年四月二十八日付けの交換公文によって延長されたエネルギー及びこれに関連する分野における研究開発のための協力に関するアメリカ合衆国政府と日本国政府との間の協定の延長に関する両政府の代表者の間における最近の討議に言及するとともに、前記の協定は、同協定第十一条に基づき、千九百九十年二月一日まで延長されるものとすることを、アメリカ合衆国政府に代わって提案する光栄を有します。
Excellency, I have the honor to refer to the recent discussions between the representatives of the Governments of the United States of America and of Japan concerning the extension of the Agreement between the Government of the United States of America and the Government of Japan on Cooperation in Research and Development in Energy and Related Fields, signed at Washington on May 2, 1979, as extended by an exchange of notes of April 28, 1989, and to propose on behalf of the Government of the United States of America that, pursuant to Article XI thereof, the said Agreement will be extended until February 1, 1990.
本長官は、更に、前記の提案が日本国政府にとって受諾し得るものであるときは、この書簡及びその旨の閣下の返簡が、両政府間の合意を構成するものとすることを提案する光栄を有します。
If the foregoing is acceptable to the Government of Japan, I have the further honor to suggest that this note and Your Excellency's note in reply to that effect shall constitute an agreement between the two Governments.
本長官は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。

本使は、更に、前記の提案が日本国政府にとって受諾し得るものであることを、日本国政府に代わって確認するとともに、閣下の書簡及びこの返簡が、両政府間の合意を構成するものとすることに同意する光栄を有します。
I have further the honor to confirm on behalf of the Government of Japan that the above proposal is acceptable to the Government of Japan and to agree that Your Excellency's note and this note in reply shall constitute an agreement between the two Governments.
