Singapore 19 September, 1989
書簡をもって啓上いたします。本使は、千九百六十七年二月十四日にシンガポールで署名され並びに千九百七十一年、千九百八十年及び千九百八十八年に修正された航空業務に関する日本国政府とシンガポール共和国政府との間の協定(以下「協定」という。)第十二条の規定に従って日本国航空当局とシンガポール共和国航空当局との間において到達した合意に言及びする光栄を有します。 本使は、更に、協定の付表が次のように代わるべきことを日本国政府に代わって提案する光栄を有します。
Sir,I have the honour to refer to the agreement reached between the aeronautical authorities of Japan and the aeronautical authorities of Singapore in accordance with Article 12 of the Agreement between the Government of Japan and the Government of the Republic of Singapore for Air Services signed at Singapore on February 14, 1967 and as amended in 1971, 1980 and 1988(hereinafter referred to as the "Agreement"). I have further the honour to propose, on behalf of the Government of Japan, that the Schedule to the Agreement be replaced by the following:

日本国内の地点－台北－高雄－香港－マニラ－インドシナ内の地点－バンコック－ブルネイ－クアラ・ランプール－シンガポール－バンコック－インドネシア内の二地点－オーストラリア内の二地点－ニュー・ジーランド内の一地点－南太平洋における三地点－ホノルル
Points in Japan-Taibei-Kaosiung-Hong Kong-Manila-points in Indochina-Bangkok-Brunei-Kuala Lumpur-Singapore-Bangkok-two points in Indonesia-two points in Australia-one point in New Zealand-three points in the South Pacific-Honolulu.

シンガポール共和国の一又は二以上の指定航空企業が両方向に運営する路線
Routes to be operated in both directions by the designated airline or airlines of the Republic of Singapore:-
(a) シンガポール－マレイシア内の地点－ブルネイ－バンコック－インドシナ内の地点－マニラ－香港－高雄－台北－大阪－東京－ソウル－ホノルル－北アメリカ(カナダ及びアメリカ合衆国を含む。)の西海岸の地点
(a) Singapore-points in Malaysia-Brunei-Bangkok-points in Indochina-Manila-Hong Kong-Kaohsiung-Taibei-Osaka-Tokyo-Seoul-Honolulu-points in the west coast of North America including Canada and the United States of America.
(b) シンガポール－福岡及び(又は)東京若しくは大阪のいずれかの地点
(b) Singapore-Fukuoke and/or one point either Tokyo or Osaka.
(c) シンガポール－福岡及び(又は)名古屋
(c) Singapore-Fukuoka and/or Nagoya.
NOTES
注A いずれか一方の締約国の一又は二以上の指定航空企業が行う協定業務は、その締約国の領域内の一地点を起点とするものでなければならない。ただし、特定路線上の他の地点は、いずれかの又はすべての飛行に当たって、指定航空企業の選択により省略することができる。
A. The agreed services provided by the designated airline or airlines of either Contracting Party shall begin at a point in the territory of that Contraction Party, but other points on the specified routes may at the option of the designated airline be omitted on any or all flights.
注B 関西国際空港が開港されるまでの間、日本国の一又は二以上の指定航空企業はシンガポールの直前及び(又は)直後の地点としてクアラ・ランプールを経由して運航することができ、また、シンガポール共和国の一又は二以上の指定航空企業は東京の直前及び(又は)直後の地点として大阪を経由して運航することができる。
B. Pending the opening of Kansai International Airport, the designated airline or airlines of Japan may operate through Kuala Lumpur as a point immediately before and/or immediately after Singapore, and the designated airline or airlines of the Republic of Singapore may operate through Osaka as a point immediately before and/or immediately after Tokyo.
注C シンガポール共和国の一又は二以上の指定航空企業は、日本国内の地点については、当該地点の間において自社便によりストップ・オーヴァーを行う旅客についてのみ運輸権を行使することができる。
C. The designated airline or airlines of the Republic of Singapore may exercise traffic rights only for its or their own stopover passengers between points in Japan.
前記の提案がシンガポール共和国政府にとって受諾し得るものであるときは、この書簡及びその旨の貴官の返簡をこの問題に関する両国政府の合意を構成するものとみなし、その合意が貴官の返簡の日付の日に効力を生ずることを提案いたします。
If the above proposal is acceptable to the Government of the Republic of Singapore, it is suggested that this Note and your reply to that effect shall be regarded as constituting an agreement between the two Governments in this matter which shall enter into force on the date of your reply.

書簡をもって啓上いたします。本官は、本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。

本官は、シンガポール共和国政府が日本国政府の前記の提案を受諾する旨を閣下に通報するとともに、閣下の書簡及びこの返簡をこの問題に関する両国政府間の合意を構成するものとみなし、その合意が本日効力を生ずることを確認する光栄を有します。
I have the honour to inform Your Excellency that the Government of the Republic of Singapore accepts the above proposal of the Government of Japan and to confirm that Your Excellency's Note and this reply shall be regarded as constituting as agreement between the two Governments in this matter, which enters into force on this date.
本官は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。
