書簡をもって啓上いたします。本官は、千九百九十三年一月二十五日にパリで開催されたジャマイカ政府の代表者と関係債権諸国政府の代表者との間の協議において到達した結論に基づき日本国政府の代表者とジャマイカ政府の代表者との間で行われた最近の交渉に言及する光栄を有します。本官は、更に、当該交渉において到達した次の了解を確認する光栄を有します。
Excellency,I have the honour to refer to the recent negotiations between the representatives of the Government of Japan and of the Government of Jamaica that were held on the basis of the conclusions reached during the consultations between the representatives of the Government of Jamaica and of the Governments of the creditor countries concerned held in Paris on January 25, 1993. I have further the honour to confirm the following understanding reached in the course of the said negotiations:
1 債務繰延方式による債務救済措置が、日本輸出入銀行(以下「銀行」という。)により、日本国の関係法令に従ってとられることになる。
1. A debt relief measure in the form of rescheduling will be taken by the Overseas Economic Cooperation Fund (hereinafter referred to as "the Fund") in accordance with the relevant laws and regulations of Japan.
2(1) 繰り延べられる債務(以下「繰延債務」という。)は、ジャマイカ銀行が銀行に対して負う次の債務であってこの書簡の付表(以下「付表」という。)に掲げるものから成る。
2. (1) The debts to be rescheduled (hereinafter referred to as "the Rescheduled Debts") consist of the following debts owed by the Government of Jamaica to the Fund, the breakdown of which is shown in the List attached hereto (hereinafter referred to as "the List"):
(a) 日本国政府とジャマイカ政府との間で交換された次の書簡により行われた取極に従って繰り延べられた債務の元本及び利子であって、千九百九十二年十月一日から千九百九十三年十二月三十一日までの間(両期日を含む。)に弁済期限の到来したもの
(a) The principal of and the interest on the debts not previously rescheduled and rescheduled pursuant to the arrangements made by the following Notes exchanged between the Government of Japan and the Government of Jamaica, having fallen due between October 1, 1992 and December 31, 1993, both dates inclusive;
(i) 千九百八十五年一月二十二日付けの書簡(以下「書簡I」という。)
(i) The Notes dated January 22, 1985 (hereinafter referred to as "the Notes I")
(ii) 千九百八十五年十二月十三日付けの書簡(以下「書簡II」という。)
(ii) The Notes dated December 13, 1985 (hereinafter referred to as "the Notes II")
(iii) 千九百八十七年八月二十日付けの書簡(千九百八十八年九月五日付けの書簡を含む。)(以下「書簡III」と総称する。)
(iii) The Notes dated August 20, 1987 (including the Notes dated September 5, 1988) (hereinafter jointly referred to as "the Notes III")
(b) 書簡II及びIIIにより行われた取極に従って繰り延べられた債務の元本及び利子並びに千九百八十九年三月二十七日に日本国政府とジャマイカ政府との間で交換された書簡(以下「書簡IV」という。)により行われた取極に従って繰り延ベられた債務の元本であって、千九百九十四年一月一日から千九百九十四年十二月三十一日までの間(両期日を含む。)に弁済期限の到来するもの。ただし、国際通貨基金(以下「IMF」という。)の理事会が、ジャマイカ政府とIMFとの間の拡大信用供与措置の第二年次の審査を千九百九十四年一月三十一日(以下「審査終了の期限Ⅰ」という。)までに終了し、かつ、関係債権諸国が千九百九十三年一月二十五日にパリでジャマイカ政府の代表者及び関係債権諸国政府の代表者によって署名された合意議事録(以下「合意議事録」という。)に定める条件をジャマイカ政府が遵守したと認める場合に限る。
(b) The principal of and the interest on the debts not previously rescheduled and rescheduled pursuant to the arrangements made by the Notes II and III, and the principal of the debts rescheduled pursuant to the arrangements made by the Notes exchanged between the Government of Japan and the Government of Jamaica on March 27, 1989 (hereinafter referred to as "the Notes IV"), falling due between January 1, 1994 and December 31, 1994, both dates inclusive, provided that the Executive Board of the International Monetary Fund (hereinafter referred to as "the IMF") has completed by January 31, 1994 (hereinafter referred to as "the date of the completion of the review I") the review for the second year of the extended arrangement between the Government of Jamaica and the IMF, and that the creditor countries concerned determine that the Government of Jamaica has complied with the condition set out in the Agreed Minute signed by the representatives of the Government of Jamaica and of the Governments of the creditor countries concerned in Paris on January 25, 1993 (hereinafter referred to as "the Agreed Minute"); and
(c) 書簡II及びIIIにより行われた取極に従って繰り延ベられた債務の元本及び利子並びに書簡IVにより行われた取極に従って繰り延べられた債務の元本であって、千九百九十五年一月一日から千九百九十五年九月三十日までの間(両期日を含む。)に弁済期限の到来するもの。ただし、IMFの理事会が、ジャマイカ政府とIMFとの間の拡大信用供与措置の第三年次の審査を千九百九十五年一月三十一日(以下「審査終了の期限II」という。)までに終了し、かつ、関係債権諸国が合意議事録に定める条件をジャマイカ政府が遵守したと認める場合に限る。
(c) The principal of and the interest on the debts not previously rescheduled and rescheduled pursuant to the arrangements made by the Notes II and III, and the principal of the debts rescheduled pursuant to the arrangements made by the Notes IV, falling due between January 1, 1995 and September 30, 1995, both dates inclusive, provided that the Executive Board of the IMF has completed by January 31, 1995 (hereinafter referred to as "the date of the completion of the review II") the review for the third year of the extended arrangement between the Government of Jamaica and the IMF, and that the creditor countries concerned determine that the Government of Jamaica has complied with the condition set out in the Agreed Minute.
(2) 審査終了の期限Ⅰ及び審査終了の期限IIは、関係債権諸国政府の代表者の行う決定に従い日本国政府及びジャマイカ政府の関係当局の同意を得て修正することができる。
(2) The date of the completion of the review I and the date of the completion of the review II may be modified with the consent of the authorities concerned of the Government of Japan and of the Government of Jamaica in accordance with the decision to be made by the representatives of the Governments of the creditor countries concerned.
(3) 繰延債務の総額は、七億五十二万七千四円(七〇〇、五二七、〇〇四円)になる。
(3) The total amount of the Rescheduled Debts will be seven hundred sixteen million two hundred thirty-six thousand seven hundred and ninety-three yen (716,236,793).
(4) (3)にいう総額及び付表は、ジャマイカ銀行及び銀行が行う最終的照合の後に日本国政府及びジャマイカ政府の関係当局間の合意により修正されることがある。
(4) Modifications may be made to the total amount referred to in sub-paragraph (3) above and to the List by agreement between the authorities concerned of the Government of Japan and of the Government of Jamaica, after the final verification to be made by the authorities concerned of the Government of Jamaica and the Fund.
3 債務繰延べの条件は、ジャマイカ銀行と銀行との間で締結される債務繰延契約であって、なかんずく次の原則を含むものにおいて規定される。
3. The terms and conditions of the rescheduling will be stipulated in a rescheduling agreement to be concluded between the Government of Jamaica and the Fund, which will contain, inter alia, the following principles:
(1) 繰延債務を構成する債務の各々は、二千年九月三十日に始まる十八回の均等半年賦払によって支払われる。
(1) Each of the debts composing the Rescheduled Debts will be paid in twenty (20) equal semi-annual installments beginning on September 30, 2004.
(2) 繰延債務に対して付表に掲げる各々の当初の弁済期日から適用される利子率は、年八・二パーセントとする。
(2) The rate of interest on the Rescheduled Debts applied from each original due date mentioned in the List will be four point three per cent (4.3%) per annum.
4 ジャマイカの債務(この取極が対象とする債務を含む。)の再編に関してジャマイカ政府の代表者及び関係債権諸国政府の代表者が新たな結論に到達した場合には、日本国政府とジャマイカ政府との間でこの取極の継続又は修正について討議するための協議が行われる。
4. If the representative of the Government of Jamaica and the representatives of the Governments of the creditor countries concerned come to a new conclusion in connection with reorganization of the Jamaican debts including the debts covered by the present arrangements, consultations will be held between the Government of Japan and the Government of Jamaica in order to discuss the matter of continuation or modification of the present arrangements.
本官は、閣下が前記の了解をジャマイカ政府に代わって確認されれば幸いであります。

2.(1) The debts to be rescheduled (hereinafter referred to as "the Rescheduled Debts") consist of the following debts owed by the Bank of Jamaica to the Bank, the breakdown of which is shown in the List attached hereto (hereinafter referred to as "the List"):
(a) 日本国政府とジャマイカ政府との間で交換された次の書簡により行われた取極に従って繰り延べられた債務の元本及び利子であって、千九百九十二年十月一日から千九百九十三年十二月三十一日までの間(両期日を含む。)に弁済期限の到来したもの
(a) The principal of and the interest on the debts rescheduled pursuant to the arrangements made by the following Notes exchanged between the Government of Japan and the Government of Jamaica, having fallen due between October 1, 1992 and December 31, 1993, both dates inclusive;

(3) The total amount of the Rescheduled Debts will be seven hundred million five hundred twenty-seven thousand and four yen (700,527,004).
(4) (3)にいう総額及び付表は、ジャマイカ銀行及び銀行が行う最終的照合の後に日本国政府及びジャマイカ政府の関係当局間の合意により修正されることがある。
(4) Modifications may be made to the total amount referred to in sub-paragraph (3) above and to the List by agreement between the authorities concerned of the Government of Japan and of the Government of Jamaica, after the final verification to be made by the Bank of Jamaica and the Bank.
3 債務繰延べの条件は、ジャマイカ銀行と銀行との間で締結される債務繰延契約であって、なかんずく次の原則を含むものにおいて規定される。
3. The terms and conditions of the rescheduling will be stipulated in a resche duling agreement to be concluded between the Bank of Jamaica and the Bank, which will contain, inter alia, the following principles:
(1) 繰延債務を構成する債務の各々は、二千年九月三十日に始まる十八回の均等半年賦払によって支払われる。
(1) Each of the debts composing the Rescheduled Debts will be paid in eighteen (18) equal semi-annual installments beginning on September 30, 2000.
(2) 繰延債務に対して付表に掲げる各々の当初の弁済期日から適用される利子率は、年八･二パーセントとする。
(2) The rate of interest on the Rescheduled Debts applied from each original due date mentioned in the List will be eight point two per cent (8.2%) per annum.
4 ジャマイカの債務(この取極が対象とする債務を含む。)の再編に関してジャマイカ政府の代表者及び関係債権諸国政府の代表者が新たな結論に到達した場合には、日本国政府とジャマイカ政府との間でこの取極の継続又は修正について討議するための協議が行われる。
4. If the representative of the Government of Jamaica and the representatives of the Governments of the creditor countries concerned come to a new conclusion in connection with reorganization of the Jamaican debts including the debts covered by the present arrangements, consultations will be held between the Government of Japan and the Government of Jamaica in order to discuss the matter of continuation or modification of the present arrangements.
