　Cairo, May 3, 1994

　書簡をもって啓上いたします。本大臣は、日本国とエジプト･アラブ共和国との間の友好協力関係を強化することを目的として行われる日本国の経済協力に関する千九百九十二年五月二十八日付けの交換公文に関し、日本国政府の代表者とエジプト･アラブ共和国政府の代表者との間で最近行われた討議に言及するとともに、前記の交換公文の2に従い、次の取極を日本国政府に代わって提案する光栄を有します。

　Excellency,
With reference to the Exchange of Notes dated Hay 28' 1992 concerning Japanese economic cooperation to be extended with a view to strengthening friendly and cooperative relations between Japan and the Arab Republic of Egypt, I have the honour to refer to the recent discussions held between the representatives of the Government of Japan and of the Government of the Arab Republic of Egypt, and to propose on behalf of the Government of Japan, in accordance with paragraph 2 of the above-mentioned Exchange of Notes, the following arrangements:

　日本国政府は、エジプト･アラブ共和国政府がアハメド･ハムディ･トンネル改修計画を実施することに寄与するため、エジプト･アラブ共和国政府に対し、この取極の効力発生の日から千九百九十五年三月三十一日までの期間(ただし、この期間は、両政府の関係当局間の合意によって延長することができる。)に、三十億五千八百万円(三、〇五八、〇〇〇、〇〇〇円)を限度とする額の贈与を行う。

　For the purpose of contributing to the execution of the project for Rehabilitation of Ahmed Hamdi Tunnel by the Government of the Arab Republic of Egypt, the Government of Japan will extend to the Government of the Arab Republic of Egypt a grant up to three billion and fifty-eight million yen (3,058,000,000) during the period between the date of coming into force of the present arrangements and March 31, 1995 unless the period is extended by mutual agreement between the authorities concerned of the two Governments.

　本大臣は、更に、この書簡及びエジプト･アラブ共和国政府に代わって前記の取極を確認される閣下の返簡が両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。

　I have further the honour to propose that this Note and Your Excellency's Note in reply confirming on behalf of the Government of the Arab Republic of Egypt the foregoing arrangements shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.

　この書簡は、ひとしく正文である日本語、アラビア語及び英語により作成され、解釈に相違がある場合には、英語の本文によるものとします。

　This Note is written in the Japanese, Arabic and English languages, each text being equally authentic, and in case of any divergence in interpretation, the English text shall prevail.

　本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。

　I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.

　I have further the honour to confirm on behalf of the Government of the Arab Republic of Egypt the foregoing arrangements and to agree that Your Excellency's Note and this Note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.

　この書簡は、ひとしく正文であるアラビア語、日本語及び英語により作成され、解釈に相違がある場合には、英語の本文によるものとします。
