　書簡をもって啓上いたします。本官は、海外経済協力基金に対するフィリピンの債務についての債務救済措置に関する千九百九十二年六月二日付けの日本国政府とフィリピン共和国政府との間の交換公文に言及する光栄を有します。本官は、更に、日本国政府とフィリピン共和国政府の代表者との間で最近到達した次の了解を日本国政府に代わって確認する光栄を有します。

　Excellency,
I have the honour to refer to the Exchange of Notes between the Government of Japan and the Government of the Republic of the Philippines, dated June 2, 1992, concerning a debt relief measure with respect to the Philippine debts owed to the Overseas Economic Cooperation Fund. I have further the honour to confirm, on behalf of the Government of Japan, the following understanding recently reached between the representatives of the Government of Japan and of the Government of the Republic of the Philippines:


1　前記の交換公文の2(1)を次のように改める。

1. Sub-paragraph (1) of paragraph 2 of the said Exchange of Notes shall be amended as follows:


　「千九百九十二年十二月三十一日」を「千九百九十三年三月三十一日」に置き換える。

　The term "December 31, 1992" is deleted and replaced by the term "March 31, 1993".


2　前記の交換公文の2(2)を次のように改める。

2. Sub-paragraph (2) of paragraph 2 of the said Exchange of Notes shall be amended as follows:


　「三百八十七億八千五百三十二万四千七百二十一円(三八、七八五、三二四、七二一円)」を「四百五十七億三十五万九百二十六円(四五、七〇〇、三五〇、九二六円)」に置き換える。

　The term "thirty-eight billion seven hundred eighty-five million three hundred twenty-four thousand seven hundred and twenty-one yen (38,785,324,721)" is deleted and replaced by the term "forty-five billion seven hundred million three hundred fifty thousand nine hundred and twenty-six yen (45,700,350,926)".


3　前記の交換公文の付表を次のように置き換える。

I have the honour to refer to the Exchange of Notes between the Government of Japan and the Government of the Republic of the Philippines, dated June 2, 1992, concerning a debt relief measure with respect to the Philippine debts owed to the Export-Import Bank of Japan together with private banks concerned.
