書簡をもってて啓上いたします。本使は、日本国と中華人民共和国との間の友好協力関係を強化することを目的として行われる日本国の経済協力に関する千九百九十一年七月一日付けの交換公文に関し、日本国政府の代表者と中華人民共和国政府の代表者との間で最近行われた討議に言及するとともに、前記の交換公文の2の規定に従い、次の取極を日本国政府に代わって提案する光栄を有します。
Excellency, With reference to the Exchange of Notes dated July 1, 1991 concerning Japanese economic cooperation to be extended with a view to strengthening friendly and cooperative relations between Japan and the People's Republic of China, I have the honour to refer to the recent discussions held between the representatives of the Government of Japan and of the Government of the People's Republic of China, and to propose on behalf of the Government of Japan, in accordance with paragraph 2 of the above-mentioned Exchange of Notes, the following arrangements:
日本国政府は、中華人民共和国政府が敦煌石窟文化財保存研究･展示センター建設計画を実施することに寄与するため、中華人民共和国政府に対し、この取極の効力発生の日から千九百九十三年三月三十一日までの期間(ただし、この期間は、両政府の関係当局間の合意によって延長することができる。)に、八億五千五百万円(八五五、〇〇〇、〇〇〇円)を限度とする額の贈与を行う。
For the purpose of contributing to the execution of the project for the construction of Dunhuang Cave Cultural Asset Preservation Research and Exhibition Centre by the Government of the People's Republic of China, the Government of Japan will extend to the Government of the People's Republic of China a grant up to eight hundred and fifty-five million yen (855,000,000) during the period between the date of coming into force of the present arrangements and March 31, 1993, unless the period is extended by mutual agreement between the authorities concerned of the two Governments.
本使は、更に、この書簡及び中華人民共和国政府に代わって前記の取極を確認される閣下の返簡が両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honour to propose that this Note and Your Excellency's Note in reply confirming on behalf of the Government of the People's Republic of China the foregoing arrangements shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.

I have further the honour to confirm on behalf of the Government of the People's Republic of China the foregoing arrangements and to agree that Your Excellency's Note and this Note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.

書簡をもって啓上いたします。本使は、日本国と中華人民共和国との間の友好協力関係を強化することを目的として行われる敦煌石窟文化財保存研究･展示センター建設計画の実施のための日本国の贈与に関する本日付けの交換公文に関し、日本語、中国語及び英語により作成された同交換公文の解釈に相違がある場合には英語の本文によるものとすることを日本国政府に代わつて提案する光栄を有します。
Excellency, With reference to the Exchange of Notes dated today concerning a Japanese grant for the excution of the project for the construction of Dunhuang Cave Cultrual Asset Preservation Reserch and Exhibition Centre to be extended with a view to strengthening friendly and cooperative relations between Japan and the People's Republic of China, I have the honour to propose, on be half of the Government of Japan, that in case there is any divergence of interpretation of the said Exchange of Notes which are done in the Japanese, Chinese and English languages, the English text shall prevail.
