Note 1: 154 countries signed the Chemical Weapons Convention and 4 countries ratified it. However, since the Convention will take effect with ratification of 65 countries, at present it remains ineffective.
Note 2: After COCOM was abolished in March 1994, the countries concerned are presently consulting to establish a new framework for controlling export of conventional weapons and related dual-use goods.
