This publication is the English translation of the "Gaiko-Seisho (Diplomatic Bluebook) 1992," originally published in Japanese.
The Diplomatic Bluebook is a report which the Japanese Ministry of Foreign Affairs publishes annually for the reading of the Japanese public. The period which the 1992 Bluebook covers is, in principle, from August 1, 1991 to December 31 1992.
The Foreign Ministry hopes that this publication will help those readers abroad who are interested in Japan to deepen their understanding of foreign policy and diplomatic activities of Japan.
On Publishing the 1992 Diplomatic Bluebook
The international community is in a major historic transition, the kind which comes around only occasionally in the long history of the world. The world is in a non-transparent and changing era and is still far distant from enjoying peace. We should renew our determination to tackle various problems the international community is faced with and construct a framework for peace and prosperity.
To this end, the role Japan should play is extremely important. Today, Japan's actions have major impacts on various fields of the international community, and its presence and responsibilities are far greater than those perceived in Japan. To resolve problems of the world and to construct a better world, we will have to rally our wisdom and do our best.
Foreign policy is closely linked to every one of us and international exchanges become mote and more active at local and grass-roots levels. For Japan to play a greater role in the international community, the understanding and cooperation of its people is necessary. This Diplomatic Bluebook is a record of Japan's foreign policy and its activities over the past year. It would be most gratifying if this could help deepen the public understanding of the trends of the international situation as well as of Japan's diplomatic activities.
