  3. The ratio of protection refers to the ratio of the protected against the general population as of October 1 of each year, using the monthly report on population estimates (Management and Coordination Agency).
  4. The number of protected foreigners in 1953 is the annual average. The number of protected foreigners in 1957 is the monthly average from June, 1957 to March, 1958.
  5. The protection ratio of foreigners refers to the ratio of protected foreigners against the number of registered aliens according to the Alien Registration Act (as of the fiscal year end till 1984, and as of the end of December since 1985).
