(5)第67回OPEC臨時総会決議(要旨)

(イ)総会決議要旨

(イ)基準原油(アラビアンライト)の公式価格をバレル当り29ドルに設定。

(ロ)現行油種間格差を維持。

ただし,暫定的な例外措置として,ナイジェリア原油と基準原油との価格差は1ドル(したがって同国原油の価格はバレル当り30ドル)。

(ハ)OPEC全体の生産上限は,1983年の残りの期間の平均で1,750万B/Dとする。

右生産上限の枠内で国別割当量が配分される。サウディ・アラビアは,市場での需要と供給のバランサーとして行動し,決まった割当量を有しない。イランは,生産上限及び国別割当量を受け容れたが,価格引下げの決定については態度を留保。

(ニ)値引販売及び石油製品のダンピングを控える。

(ホ)非OPEC石油輸出国の協力を歓迎する。

67TH (EXTRAORDINARY) MEETING OF THE CONFERENCE LONDON, UNITEDKINGDOM, 14TH MARCH 1983

The 67th (Extraordinary) Meeting of the Conference of the Organ-ization of the Petroleum Exporting Countries(OPEC) was held in London, United Kingdom, on 14th March, 1983.

The Conference unanimously re-elected as its President H.E.Yahaya Dikko, Presidential Adviser on Petroleum and Energy Affairs of Nigeria and Head of its Delegation.H.E.Gustavo Galindo Velasco, Minister of Natural and Energy Resources of Ecuador and Head of its Delega-tion, was unanimously re-elected Alternate President.

For several days, representatives from OPEC Member Countries have been engaged in consultations to agree on oil prices, production ceiling and quotas in order to bring stability into the market, and re-solved:

1.To set the official price of the Marker Crude, Arabian Light, 34°API, ex Ras Tanura, at US$29.00 per barrel.

2.To maintain the existing differentials among the various OPEC crudes at the same level as agreed upon at the 63rd(Extraordinary)Meeting of the Conference held in Vienna, Austria, in March, 1982, with the temporary exception that the differentials for the Nigerian crudes shall be US$1.00 over the price of the Marker Crude.

3.To establish a ceiling for total 0PEC production of 17.5million barrels per day, within which individual Member Country quotas were allocated. This ceiling is to be observed as an average for the remaining part of 1983.No quota is allocated to the Kingdom of Saudi Arabia which will act as the swing producer to supply the balancing quantities to meet market requirements.

4.That Member Countries shall:

―avoid giving discounts in any form whatsoever;

―refrain from dumping petroleum products into the world oil mar-ket at prices which would jeopardize the crude oil pricing structure.

The Conference agreed that the recommended oil prices are floor prices and the national production quotas are ceiling figures.On these issues the Delegation of the Islamic Republic of Iran accepted the pro-duction ceiling and the national quota, but reserved its position on the decision to reduce prices.

The Conference welcomed the cooperative efforts of some non-OPEC exporters in resolving the present difficulties.

The Conference reasserted its belief and confidence that OPEC re-mains the major force for oil market stability beneficial to both con-sumers and producers.All Ministers, therefore, pledged their efforts to sustain and strengthen OPEC thereby defending the oil markets, aiding the world economy and developing their individual countries.

Finally, the Conference wishes to express its appreciation to Her Majesty's Government for the hospitality extended to the participants of the Meeting.
