 (2) スワラン・シン・インド共和国外務大臣の訪日に関する日本・インド共同新聞発表

1. スワラン・シン・インド共和国外務大臣閣下は,日本国政府の招待に応じて,1973年1月6日から10日まで日本を親善訪問した。シン外務大臣にはM・S・パタック計画委員会委員閣下,V・V・パランジペ外務省東アジア局長が同行し・また会談にはチルヴェンガダ・タン駐日インド大使閣下も出席した。

大平外務大臣の会談には小島駐印大使,法眼外務次官,吉田外務省アジア局長,御巫外務省経済協力局長が同席した。

2. シン外務大臣閣下は1月9日宮中において天皇陛下に謁見を賜わつた他,滞日中田中総理大臣,三木副総理,愛知大蔵大臣,桜内農林大臣,中曽根通商産業大臣,小坂経済企画庁長官を訪問した。

3. 両国外務大臣は1月8日及び9日の両日に両国に関心のある広汎な問題に関し最も丁重な雰囲気の許で極めて友好的に意見を交換した。両国外務大臣は特に1971年及び1972年におけるアジア及び世界において起つた歴史的発展につき回顧と検討を行なつた。

両国外務大臣は世界の各地における緊張緩和への一般的傾向,特にアジア及び欧州における緊張緩和への顕著なる動きを歓迎し,かかる動きが更に進展するとともに世界の他の地域にも好影響を及ぼすようにとの希望を表明した。

4. シン外務大臣は日本と中華人民共和国との国交正常化を歓迎し,これがアジアの平和と安定に貢献するであろうとの確信を表明した。

5. 大平外務大臣はインド・パキスタン問題がシムラ協定に謳われているように平和的に且つ両国間の話合いによつて解決されるようにとの深い希望を表明し,さらに,かかる努力が成功することを希望した。

6. 両国外務大臣は日印両国間の関係を検討し,両国間の経済技術協力を拡大しようとする要望が両国において高まりつつあることを歓迎した。両国外務大臣はこの方向に沿つてとられるべき具体的措置について検討をおこなつた。

両国外務大臣は日印経済協力調査委員会の活動が両国間の一層の理解と交流の促進に貴重な貢献をなしうること,それ故に委員会が一層の援助に値するものであるとの確信を披瀝した。

7. シン外務大臣閣下は,同大臣一行の日本滞在中に与えられた丁重な歓迎と厚遇について,日本政府及び同国国民に対し深い感謝の意を表明した。

8. シン外務大臣閣下は日本国外務大臣に対し,インド訪問の招待を衷心より行なつた。大平外務大臣はこの招待を欣然受諾し,相互に都合のよい近い将来におけるインド訪問の希望を表明した。

 

JAPAN-INDIA JOINT PRESS STATEMENT

ISSUED ON THE OCCASION OF THE OFFICIAL VISIT

TO JAPAN OF THE MINISTER OF EXTERNAL AFFAIRS OF INDIA,

MR. SWARAN SINGH

January 10,1973

Tokyo

 1. His Excellency Mr. Swaran Singh, Minister of External Affairs of the Republic of India, paid a goodwill visit to Japan from 6th to 10th of January, 1973, in response to an invitation of the Government of Japan.

The Minister of External Affairs of India was accompanied by His Excellency Mr. M.S. Pathak, member of the Planning Commission, Mr. V. V. Paranjpe, Joint Secretary, East Asia Division, Ministry of External Affairs, and assisted by His Excellency Mr. S. Thiruvengada Than, Ambassador of India in Japan.

 His Excellency Mr. Masayoshi Ohira, Minister for Foreign Affairs of Japan was assisted in discussions by His Excellency Mr. Taisaku Kojima, Ambassador of Japan in India, Mr. Shinsaku Hogen, Vice-Minister for Foreign Affairs, Mr. Kenzo Yoshida, Director-General of Asian Affairs Bureau, and Mr. Kiyohisa Mikanagi, Director-General of the Economic Cooperation Bureau, Ministry of Foreign Affairs.

 2. His Excellency Mr. Swaran Singh was reccived in audience by His Majesty the Emperor at the Imperial Palace on January 9,1973, and during his stay in Iapan, called on His Excellency Mr. Kakuei Tanaka, Prime Minister, His Excellency Mr. Takeo Miki, Deputy Prime Minister, His Excellency Mr. Kiichi Aichi, Minister of Finance, His Excellency Mr. Yoshio Sakurauchi, Minister of Agriculture and Forestry, His Excellency Mr. Yasuhiro Nakasone, Minister of International Trade and Industry and His Excellency Mr. Zentaro Kosaka, Minister of State for Economic Planning.

 3. The two Foreign Ministers had a very friendly exchange of views on 8th and 9th of January in an atmosphere of utmost cordiality on a wide range of subjects of common interest to both countries. The two Foreign Ministers reviewed the historic developments that had taken place in Asia and the world, particularly in the years 1971 and 1972. They welcomed the general trend towards a relaxation of tensions in various parts of the world and the detente noticeable particularly in Asia and Europe, and expressed the hope that this trend would see a further development and have a favorable influence upon the other areas of the world.

 4. His Excellency Mr. Swaran Singh welcomed the normalisation of Japan's relations with the People's Republic of China and expressed his belief that it would contribute to peace and stability in Asia.

 5. His Excellency Mr. Ohira expressed his earnest hope that the IndoPakistan issues would be settled peacefully and through bilateral negotiations as envisaged in the Simla Agreement and wished the efforts all success.

 6. The two Foreign Ministers reviewed bilateral relations and welcomed the growing desire on both sides to expand economic and technological cooperation between the two countries. They discussed specific steps to be taken in that direction.

 The two Foreign Ministers believed that the activities of the Indian and Japanese Committees for Studies on Economic Development in India and Japan could make valuable contribution to promoting greater understanding and exchange between the two countries and therefore deserved further assistance.

 7. The Minister of External Affairs of the Government of India expressed his sincere appreciation to the Government and people of Japan for the cordial welcome and warm hospitality extended to him and his party during their stay in Japan.

 8. His Excellency Mr. Swaran Singh extended a cordial invitation to the Japanese Minister for Foreign Affairs to visit India. His Excellency Mr. M. Ohira gladly accepted the invitation and expressed the hope that he would be able to visit India in the near future at mutually convenient time.
