Submission of the Final Report of the Japan-Viet Nam Joint Initiative

  1. On Wednesday, December 10, 2003, on the occasion of the Japan-Viet Nam Summit Meeting, the final report of the Japan-Viet Nam Joint Initiative [PDF], which aims at improving Viet Nam's investment environment, was presented to Prime Minister Junichiro Koizumi and Prime Minister Phan Van Khai of the Socialist Republic of Viet Nam, by the co-chairman of the Joint Steering Committee and Vice Chairman of Nippon Keidanren Kenji Miyahara from the Japan side, and by Vice Minister for Planning and Investment Tran Dinh Khien from the Viet Nam side.
  2. This Initiative was original to the Japan-Viet Nam Summit Meeting held on April 7, 2003, when Prime Minister Khai agreed with a proposal made by Prime Minister Koizumi concerning a concept for a Japan-Viet Nam Joint Initiative whereby Japan and Viet Nam would jointly consider concrete policies and measures to achieve a drastic improvement in the investment environment for foreign investment in Viet Nam, in order to realize sustainable economic growth in the country.
  3. With the objective of improving and developing the investment environment in Viet Nam through the Japan-Viet Nam Joint Initiative, the Joint Steering Committee has so far met on three occasions in Tokyo and Hanoi and compiled a final report incorporating the "Action Plan" consisting of 44 items. Specific proposals incorporated into the report include the following themes: establishment and implementation of a foreign direct investment attraction strategy; concrete policies and measures for drastic improvement in the investment environment; review of investment-related regulations; capacity building of implementing authorities; improvement of investment-related institutions; improvement of the economic infrastructure; and support to existing investors.
  4. Viet Nam will actively promote the implementation of each item contained in the Action Plan of the final report. Japan, for its part, while respecting the ownership of Viet Nam towards the implementation of proposals in the Action Plan, positively intends to provide assistance, including in the form of Official Development Assistance (ODA).
