Attachment 5 (Cooperation) Specific Fields of Cooperation (a) Agriculture, Forestry and Fisheries (b) Education and Human Resource Development (c) Enhancement of the Business Environment (d) Financial Services (e) Information and Communication Technology (f) Science, Technology, Energy and Environment (g) Small and Medium Enterprises (h) Tourism (i) Trade and Investment Promotion In the initial period the two sides will focus on the following cooperation programmes for a new era of Japan-Thailand partnership, which are designed and announced for the people of the two countries (i) to build on and look beyond Economic Partnership Agreement, and (ii) to jointly pursue and share the basic philosophy as well as practical skills and know-how to achieve a prosperous and resilient economy under global competition. (a) Trade and Investment promotion for "Kitchen of the World" project Through partnership between Japan External Trade Organization (JETRO) and National Food Institute of Thailand (NFI), this project will include the promotion of Thai food marketing, promotion of the creation of high-value added products and promotion of Thai food-related investment in Japan. (b) Japan-Thailand "Steel Industry Cooperation Programme" The governments of the two countries, in collaboration with the Japanese steel industry and the Thai steel industry as well as other related entities, will cooperate to strengthen the technological basis of the Thai steel industry, reinforce environmental technology of the Thai steel industry, develop skills of field technicians at Thai steel mills and support education for and develop skills of Thai steel engineers. (c) "Automotive Human Resources Development Institute" project The governments of the two countries, with collaboration from the Thai Automotive Industry Institute and other related agencies will cooperate under this project, in order to turn Thailand into a world class sustainable production base in the automotive sector, solve the problem of skilled labour constraints through human resources development and to improve Thai automotive industry's competitiveness in the international market. (d) Energy conservation Japanese-related manufacturing companies in Thailand will formulate voluntary action plan on energy conservation and transfer their know-how to their related companies in Thailand. The Government of Japan will dispatch experts on energy efficiency and take appropriate measures in partnership with the Thai Ministry of Energy to improve the know-how among Thai local producers including SMEs. (e) Value-creation economy Through coordination between the Japanese Ministry of Economy, Trade and Industry and the Thai Office of Knowledge, Management and Development, and building on the achievements of "One Tambon One Product" projects and the Thailand Creative Design Centre, the governments of the two countries will pursue a new economic model that strengthens the resilience of both economies under global competition. (f) Public-private partnership The governments of the two countries will cooperate to enhance public-private partnership in the area of infrastructural services through bilateral dialogue with participation from the private sectors.
