Statement on Environment in the Pacific
22 April 2000, Miyazaki, Japan
Leaders of Japan and the South Pacific Forum (SPF) recognized that environment issues such as climate change, waste management, pollution prevention and biodiversity, among others, are critical to the future of Pacific islands including Japan, and have agreed to make this special statement on the Environment.
1. The rich culture and tradition of Pacific Island Countries have taken shape in intimate harmony with nature. It is very important to pay appropriate attention to harmonisation with the natural environment in moving toward sustainable development. It is also necessary to further strengthen the cooperation between Japan and SPF, with a view to effectively coping with these environmental issues.
2. Climate change, climate variability and sea level rise, which could lead to major economic, social and cultural hardships, including disappearance of low lying island nations, are serious problems. This is an urgent matter requiring action. We agree to actively negotiate and pursue the success of the COP6 to the UN Framework Convention on Climate Change with the aim of bringing the Kyoto Protocol into force at the earliest possible date.
3. Biodiversity, including island terrestrial ecosystems, coral reefs, mangroves and the like, is an invaluable asset that has enriched the lives and cultures of the Pacific Island Countries. To ensure that these precious resources are passed down to future generations, conservation and sustainable management of biodiversity, at the national and regional levels, should be considered a priority for action, utilizing knowledge and skills acquired within the Pacific as well as on other islands such as Okinawa.
4. Environment education combined with appropriate training, transfer of technology and capacity-building is a cornerstone for strengthening the Pacific region's ability to better manage its resources and better respond to environment issues. It is also important for the international community, including G8 Summit, to positively and constructively address these pressing global environment issues.
