CDM is a system whereby developed countries and developing countries implement projects in cooperation to reduce and absorb greenhouse gases; then, after the required procedures are completed, a Certified Emission Reduction (CER) is issued to developed countries, which they can post as their own emission reduction in order to meet their emissions targets (See Box 1).
