As one of its basic policies, the ODA Charter states that the most important philosophy of Japan's ODA is to support the self-help efforts of developing countries based on good governance, by extending cooperation for their human resource development, institution building including development of legal systems, and economic and social infrastructure building, which constitute the basis for these countries' development. Moreover, the following priority issues outlined in the Medium-Term Policy on Official Development Assistance states that eradicating corruption, implementing legal and institutional reforms, improving the efficiency and transparency of public administration, and strengthening the administrative capacity of local government are important in order to build a fair and democratic society and also to improve the investment climate. For this purpose, Japan will assist the capacity building of governments to improve governance.
