Duty-Free and Quota-Free market access for LDCs is measures of not applying import quotas and exempting tariffs for products originating from least developed countries (LDCs). At the WTO Hong Kong Ministerial Conference in December 2005, it was decided that developed countries should provide market access with duty-free and quota-free for at least 97% of products originating from LDCs by 2008, or no later than the start of the implementation period. In response to this, as a voluntary measure Japan expanded the number of target products ahead of the deadline in April 2007.
