Monitors are openly recruited and selected from the general public and are sent to actual assistance sites to inspect Japan's ODA projects (see Part II, Chapter 2, Section 6, 2. for details). A total of 10 company workers and students were dispatched to India from August 22, 2004 to August 28, 2004 to inspect the Delhi Metro project as well as six other ODA projects, including a children's hospital in Chennai (grant aid).
