Since 2003 a civil war has raged in Sudan's western region of Darfur, which borders Chad. Extremely poor public security conditions have produced 200,000 refugees and 1.8 million internally displaced persons. Although the Sudanese government and rebel forces signed the Darfur Peace Agreement (DPA) in May 2006, armed conflict has since broken out between concerned groups, and there has been no improvement in security. In addition, conditions are deteriorating as attacks against African Union (AU) peacekeeping forces and aid agencies have been increasing.
