Established in 1988 under the initiative of the World Bank to promote policy talks, cooperation, and exchanges of information among donor countries regarding education development in Sub-Sahara African countries. Members include bilateral donors, international agencies, and NGOs. Its head office was transferred to UNESCO's affiliate office, UNESCO International Institute for Education Planning (IIEP), in 1992. Its activities include dialogues among African and donor countries, partnership building, strengthening of development, management, and implementation capabilities of African education/development ministers, promotion of sharing of good practices, and building partnerships in the implementation of education policies. Japan became a member through JICA in 2004. Under Japan's initiative, the Working Group on Mathematics and Science Education was launched at the ADEA Steering Committee Meeting in November 2004.
