Announced in 2002, this initiative brought together Japan's thinking and policies for environmental cooperation along with the action plans underpinning its future cooperation. Its specific components included: (1) human resource development for a total of 5,000 people in the environmental field; (2) loan aid under concessional terms; (3) expansion of grant aid for the global environment (currently grant aid for water resources and the environment); (4) promotion of wide-ranging cooperation with international organizations and other players; and (5) evaluations of environmental ODA projects.
