The Kyoto Protocol was adopted at the Third Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP3) held in Kyoto in 1997. It set legally-binding numerical targets for the greenhouse gas emissions of developed countries that concluded the Framework Convention on Climate Change and also introduced the Clean Development Mechanism (CDM) and other components of the Kyoto Mechanism that use market principles as a complementary scheme for achieving these targets.
