Advocated by then-Minister of Foreign Affairs Obuchi at the signing ceremony of the Ottawa Treaty in December 1997. Japan announced that it would extend ¥10 billion over five years from 1998 under this program to support the demining activities and landmine victims. This goal was reached in October 2002.
