In the Trade and Development Board ( TDB ) of the UN Conference on Trade and Development ( UNCTAD ) held in March 1978, it was decided that developed countries that had given aid were to take such measures as adjusting bilateral ODA loan arrangements for developing countries facing serious difficulty in repaying their debts.
