3. Types of Evaluation

    MoFA utilizes several different types of evaluation, the more important of which are outlined below.

(i) Country evaluations
Country evaluations, carried out for the major recipient countries, seek to assess and analyze on a macro-level whether Japanese ODA has been effective as a whole in promoting economic development and raising the quality of life in a particular recipient country.

(ii) Evaluations of ODA implementation systems
Conducted for the major recipient countries of Japanese ODA, these involve an assessment and analysis of aid implementation systems overall, focusing on such aspects as the appropriateness of aid implementation procedures and the appropriate use of aid funds.

(iii) Theme-specific evaluations
Ranking next in importance after country evaluations in terms of macroscopic post-project evaluations, this process entails a multidimensional assessment and analysis of the benefits and problems associated with ODA programs, with the focus on specific sectors or types of assistance.

(iv) Joint evaluations
MoFA pursues joint evaluations with other donor countries or multilateral aid institutions of projects carried out with its collaborators.

(v) Evaluations by Japanese experts
These evaluations are performed for specific projects by independent experts such as academics, intellectuals, members of the media, and staffers from NGOs or other private-sector economic cooperation organizations, who bring their individual views and experience to the process.

(vi) Evaluations by foreign experts
Foreign experts with competencies in the field of development assistance are commissioned to undertake these forms of evaluation. One of the benefits of this process is that the Japanese side is able to learn more about the evaluation techniques employed by overseas specialists.

(vii) Evaluations by recipient-country personnel
A form of evaluation in which people such as government officials or members of the mass media from the recipient country are commissioned to undertake the work. This affords the evaluators an opportunity to more deeply understand the nature of the aid process.

(viii) Evaluations by local consultants
MoFA harnesses the knowledge, data-collection skills, and analytical abilities of local consultants experienced in survey work in aid recipient countries to undertake this form of evaluation.

(ix) Evaluations by local Japanese diplomatic staff
Staff from local Japanese diplomatic offices conduct evaluations after the completion of individual projects undertaken in the particular country.
