2. Evaluation Method

    In order to ensure their fairness and objectivity, evaluations such as those outlined below are conducted by independent third parties such as academics, members of the media, staff from NGOs or other private organizations, or personnel associated with recipient countries or international aid organizations.
    Projects are evaluated within a certain time interval after completion of the cooperation period, generally, within two to four years. The type of evaluation selected depends on such factors as the form of cooperation (grant aid, technical cooperation, loan aid), and the region.
    The five core criteria adopted for evaluation are those listed below, based on the evaluation principles announced in 1991 by the OECD's Development Assistance Committee (DAC).

(i) Achievement of initial objectives

(ii) Efficiency of implementation

(iii) Impact of the project

(iv) Relevance of the selection and formation processes for the initial plan or project

(v) Sustainability (investigation of the independence and sustainability of the project)
