IV. EVALUATION
1. Role and Positioning
In order to achieve a shift in orientation from quantitative growth to qualitative improvement in Japanese ODA and to more effectively and efficiently deliver aid where it is needed most, it is essential to evaluate Japanese ODA projects, make improvements where required, and to apply the lessons derived from evaluation findings in the formulation and implementation of future aid policies. It is also important that the findings of the evaluation process are published and widely disseminated in order to demonstrate to the Japanese people the status of and outcomes achieved from Japan's ODA program.
To this end, the Ministry of Foreign Affairs initiated a program of evaluation activities in 1981. Findings from the evaluation process are distributed to MoFA, the aid implementation organizations JICA and OECF, and to recipient countries, where they are utilized in improving the aid implementation process.
The Ministry of Foreign Affairs also publishes an annual report of its evaluation findings, the Annual Evaluation Report on Japan's Economic Cooperation. For example, The 15th Annual Evaluation Report on Japan's Economic Cooperation published in 1997 included notes on all 167 evaluations conducted in 53 countries in fiscal 1995.
