7. Independent Equipment Supply Project
Outline
Cooperation through the independent provision of equipment and materials was initiated in FY1964. The objective of this program is to contribute to the economic and social development of developing countries by facilitating technical training, technology transfer and the popularization of technology through the provision of essential equipment and materials. Here, the phrase "provision of equipment and materials" refers to the supply of equipment and materials as an independent, stand-alone activity, as distinct from being part of a technical cooperation project, and thus the term "independent" is used in its title. The independent provision of equipment and materials is aimed to be integrated with human-centered technical cooperation involving the JICA experts or trainees who have returned from Japan to their own countries, thus enhancing the overall effectiveness of cooperation. The types of equipment and materials furnished under this program cover a wide variety of fields: agricultural equipment and tools, machine tools, fishing equipment, medical devices, vehicles, telecommunications equipment and so on.
Procedure for Independent Provision of Equipment and Materials
The procedure adopted for the independent provision of equipment and materials is as follows:
(1) A request from the government of a developing country received via the Japanese embassy is assessed and an appropriate implementation plan prepared by the Ministry of Foreign Affairs of Japan. Notification of approval is forwarded to the government of the developing country through the Japanese embassy, which arranges for the submission of formal application.
(2) When the formal application is presented via diplomatic channels, JICA initiates the procurement process for equipment and materials after consultations with the Ministry of Foreign Affairs. Normally taking about six months, the procurement process involves activities that include conclusion of contracts with suppliers and inspection of goods.
(3) The goods are forwarded by JICA to the nominated consignee, and the documents required for delivery are sent to the government of the recipient country together with the relevant official documents, through the Japanese embassy.
(4) Normally, the equipment and materials become the property of the recipient country when received by the appropriate agency of the recipient country's government on a CIF basis at the unloading port.
Achievements
Commencing in fiscal 1964, the cumulative value of equipment and materials supplied under this program up to fiscal 1996 totaled ¥28.6 billion. In fiscal 1996, 47 supplies of equipment and materials to the value of ¥2,022,130,000 were provided to 36 countries (including some carried forward from the previous fiscal year).
