2. The Japan International Cooperation Agency (JICA)

    The Japan International Cooperation Agency (JICA) is the institution responsible for implementing Japanese government-sponsored technical cooperation programs. The activities undertaken by JICA include the following.

(i) Technical cooperation projects (acceptance of trainees, dispatch of experts, provision of equipment and materials, project-type technical cooperation, development surveys)
(ii) Dispatch of volunteers from Japan Overseas Cooperation Volunteers (JOCV)
(iii) Training and retention of human resources for technical cooperation
(iv) Surveys and facilitation of implementation for grant aid projects
(v) Development cooperation
(vi) Migration activities
(vii) Disaster relief assistance

    Of these activities, items (i), (ii), (v), and (vii) will be expanded in greater detail under separate headings.
    The training and retention of human resources for technical cooperation noted in item (iii) involves the retention and fostering of experts, international cooperation experts, and other personnel engaged in technical cooperation, surveys and research into technology transfer, and the preparation and provision of information and documentation hitherto accumulated in international cooperation efforts. The key facility involved in these training activities is JICA's Institute for International Cooperation.
    The item listed in (iv) above, surveys and facilitation of implementation for grant aid projects, involves the three sectors of general grant aid, grant aid for fisheries, and grant aid for increased food production, the areas of grant aid most strongly connected with technical cooperation. It entails the supervision of activities that ensure the appropriate and unhindered progress of aid implementation programs.
    Migration activities noted in (vi) above encompass a wide range of initiatives to support migrants and intending migrants. Some 2.5 million Japanese migrants or their descendants are already living overseas, and their presence and activities can be identified as a key element of international cooperation.
    To address its responsibilities, the JICA organization itself comprises 18 departments, four offices, and two secretariats. It maintains 20 domestic agencies in 21 locations across Japan, and 50 offices in regions around the globe, including Asia, the Middle East, Africa, Latin America, and Oceania.
