Study of Project
Dispatch of a preliminary study team by JICA (when necessary)
Dispatch of a basic design study team by JICA
Dispatch of a team to explain the draft report by JICA (when necessary) *Note 1

Appraisal & Approval
JICA submits a final report to MOFA
Appraisal of the study report of the project by MOFA
Agreement on a draft of the Exchange of Notes between the government of Japan (GOJ) and the government of the recipient country
Approval of the project by the Japanese cabinet at a ministerial-level meeting

Implementation & Disbursement
Exchange of Notes (E/N)
Conclusion of a banking arrangement by the government of the recipient country
Conclusion of a contract with a Japanese consultant and verification of the contract by MOF
Review of the detailed design and tender documents by JICA
Tender
Review of the tender evaluation by JICA
Conclusion of a contract with a Japanese contractor and verification of the contract by MOFA
Construction/procurement and disbursement
Completion of the construction/procurement and transfer of the facilities or equipment *Note 2

Post-Implementation
Operation and maintenance of the facilities or equipment by the government of the recipient country
Submission of an annual report on the facilities or equipment to MOFA, through the Japanese embassy

Note 1: Requested projects are subject to a thorough review before the decision to extend the grant aid is made.
Japan does not make any aid commitments to the recipient country until it completes a study of the proposal. The final decision is made after agreement has been reached on the basic design of the requested projects including the site and the scale and type of facilities and equipment. Investigative teams are usually dispatched to the recipient country twice for each proposed project.
Note 2: The project must be completed within the same Japanese fiscal year that the Japanese cabinet approved the project. When absolutely necessary agreed by the GOJ, the period of the E/N can be carried over to the next Japanese fiscal year. However, it cannot be carried over to the third Japanese fiscal year.
