Because the application serves as the basis for the decision by Japan as to whether a further study should be undertaken on the possibilities of implementing the grant aid, it is crucial that it contain all necessary information. The following are the main points to be covered by recipient countries when formulating applications for grant aid for general projects or for fisheries.
A description of the country's social and economic
development plans, as well as the top plans in the area relevant
to the project; clarification of the relation between the project
and the aforementioned plans.
A detailed description of the current situation and
problems relating to the area relevant to the project as well as
the background of the aid request.
A description of existing facilities and equipment and
their problems as well as facilities or equipment similar to
those in the request and their problems. (The inclusion of
photographs and other such materials is recommended.)
A specific and concrete description of the system for
undertaking the project. (Include an outline of the operations of
the implementing organization, the annual budget for the project,
staff number and technical level, plan for securing the necessary
site for the project, plan for securing the necessary budget for
personnel and other costs after the project is completed, plan
for maintaining the proposed equipment or facilities.)
A specific and concrete description of the direct and
indirect objectives of the project; the benefits to the local
community, the number of beneficiaries, and other expected
results; and other reasons for the request.
A specific and detailed description of Japanese
technical cooperation received for the requested project and
other aid from third country or international organizations
received for related projects in the same sector; inclusion of
all pertinent information is recommended.
