STATEMENT BY MR. KAZUYUKI HAMADA
3RD MINISTERIAL MEETING OF THE GROUP
OF FRIENDS OF THE SYRIAN PEOPLE

We must stop immediately the violence and blood-shed in Syria.
A primary responsibility lies in the Syrian regime in implementing the 6 point proposal by Joint Special Envoy, Mr. Kofi Annan. While we appreciates the formulation of the ‘Principles and Guide-lines for a Syrian-led transition’ at the Syrian Action Group Meeting in Geneva, the actual implementation is the key. It is very important to exert pressure by like-minded countries. Noting the outcome of the recent Syrian Opposition Conference in Cairo, Japan urges the Syrian opposition to strengthen their preparation in the coming phase of such transition.
Japan, on its part, has done the following measures.
- First, withholding of the implementation of economic assistance to Syria,
- Second, implementation of series of economic sanctions against the Syrian regime, the most recent of which was announced today,
- Third, persona non grata measure to the Syrian Ambassador to Japan,
- Fourth, Emergency Grant Aid totalling 8 million US dollars so far, to rescue victimized innocent Syrian people.
Japan will continue to closely work with all Friends of Syria to extend humanitarian assistance and when time comes, a nation-building support to all Syrian people who have no blood on their hands.
Japan sincerely hopes that all Syrian people could live in safe and could realize their aspiration to rebuild a democratic and pluralistic nation.
