Exchange of Notes for Grant Aid for the United Republic of Tanzania (the Project for HIV/AIDS Control)

1. The Government of Japan has decided to extend grant aid (the Project for HIV/AIDS Control) of up to 171 million JPY to the United Republic of Tanzania. Notes to this effect were exchanged on September 25 (Fri) (local time: same day) in Dar es Salaam between Mr. Hiroshi Nakagawa, Ambassador of Japan to Tanzania, and Dr. Ramadhani M. Khijjah, Permanent Secretary, Ministry of Finance and Economic Affairs of Tanzania.
2. In Tanzania, HIV/AIDS accounts for the principal cause of mortality among adults, and measures are being taken in response to this state of emergency within the country. This issue has been recognized as a crucial problem, due to the high rate of infection.
The aim of this project is to provide diagnostic equipment (HIV diagnostic kits, syphilis diagnostic kits, and drugs to treat sexually transmitted diseases) vital for measures to suppress further transmission of HIV/AIDS and other sexually transmitted diseases. This grant aid is expected to ensure that diagnosis is enacted promptly, to make appropriate counseling available, to allow for the early-stage treatment of patients suffering from sexually transmitted diseases, and to reduce the number of such patients.
3. This grant aid is part of Japan's commitment to Africa announced at the Fourth Tokyo International Conference on African Development (TICAD IV) held May 2008 to provide assistance in health and medical-related areas.
