Signing of the Treaty Between Japan and the Kingdom of Thailand on the Transfer of Sentenced Persons and Co-operation in the Enforcement of Sentences

- On July 22 (Wed) in Phuket (Thailand), H.E. Mr. Hirofumi Nakasone, Minister
for Foreign Affairs of Japan, and H.E. Mr. Kasit Piromya, Minister of Foreign
Affairs of the Kingdom of Thailand, signed the Treaty between the government
of Japan and the government of the Kingdom of Thailand on the Transfer of
Sentenced Persons and Co-operation in the Enforcement of Sentences.
- This Treaty provides procedures to transfer the sentenced persons on
whom the sentence of imprisonment has been imposed by a court of the other
country back to their own country under certain conditions.
- The conclusion of this Treaty will, by providing the opportunity for
Japanese sentenced persons sentenced in the Kingdom of Thailand and Thai
sentenced persons sentenced in Japan to serve their sentence in their home
countries, contribute to facilitate the rehabilitation and social reintegration
of these sentenced persons, and is expected to contribute to develop the
bilateral cooperation in the field of criminal law.
- This is the first time for the government of Japan to sign a bilateral treaty on the transfer of sentenced persons. This Treaty will be submitted to the Diet for approval.
