- The Government of Japan expresses its regret that India conducted a ballistic missile test on 4 July, 2004, despite the continued efforts by the international community to promote disarmament and non-proliferation of weapons of mass destructions and ballistic missiles.
- The Government of Japan further calls on India to respond sincerely to the efforts by the international community to promote disarmament and non-proliferation of weapons of mass destruction and ballistic missiles.
