Assistance for Refugees and Displaced Persons in Afghanistan

- On January 18 (Fri), the Government of Japan decided to extend a total of 59,495,790 dollars (6,366,049,000 yen) to the United Nations Development Programme (UNDP), the Office of the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children's Fund (UNICEF), the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), and the International Committee of the Red Cross (ICRC), to alleviate the plight of refugees and displaced persons in Afghanistan. The contribution will be financed from the contingency fund. Of the total, 19,226,778 dollars (2,057,265,000 yen) will be used for assistance in mine action.
- The amount of contribution and the activities to be funded are as follows:
amount: 18,402,778 dollars (approximately 1.97 billion yen)
activity: income generation for refugees and displaced persons in Afghanistan and rehabilitation of basic infrastructure ... 3 million dollars (approximately 320 million yen); aid to fully prepare equipment urgently needed for demining ... approximately 15.4 million dollars (approximately 1.65 billion yen)
amount: 15.6 million dollars (approximately 1.67 billion yen)
activity: provision of shelter, rehabilitation of infrastructure, supply of daily goods for refugees and displaced persons in Afghanistan, transportation of refugees, etc.
amount: 14,572,000 dollars (approximately 1.56 billion yen)
activity: health, nutrition-related aid and protection of children in Afghanistan
amount: 5,616,163 dollars (approximately 600 million yen)
activity: coordination between UN agencies and other institutions ... approximately 2.79 million yen (approximately 300 million yen) ; mine clearance by UNOCHA(United Nations Office for the Coordination of Humanitarian Assistance to Afghanistan) in Afghanistan ... approximately 2.82 dollars (approximately 300 million yen)
amount: 5,304,849 dollars (approximately 570 million yen)
activity: provision of food and pharmaceuticals for the wounded, the sick, and displaced persons in Afghanistan ... approximately 4.3 million dollars (approximately 460 million yen); supply of prosthesis for landmine victims and mine awareness activities ... one million dollars (approximately 110 million yen)
- In response to the Donor Alert issued by the UN on September 27 last year concerning assistance activities for Afghan refugees, the Government of Japan on October 4 of the same year announced that it was prepared to provide up to 120 million dollars, approximately 20% of the total funding requirements in accordance with specific requests. The Government has studied the contents of requests from UN agencies and other institutions and decided to extend assistance to the urgently needed activities to be carried out by these 5 institutions, in addition to 4,271 million assistance which it had already provided, as part of the above-mentioned contribution. The contingency fund will be used as the financial resource for the contribution.
