Statement by Foreign Minister Masahiko Koumura on the Situation in Dagestan

  1. On August 16, I received from Russian Foreign Minister I. S. Ivanov a message about the situation in Dagestan. The message says that at present armed groups including foreign mercenaries are engaged in illegal activities under the name of Islam, markedly disturbing the peace and order of the region and causing bloodshed.

  2. Assuming a basic stance that the situation in Dagestan is a Russian domestic issue, the Government of Japan regards such activities as reprehensible. I sincerely offer my sympathy to the Russian citizens who have suffered from the present situation.

  3. As to the Russian Government's policy regarding the present situation, Japan appreciates the stance of the Russian Government, shown in the message, that it will act to pose no groundless threat to the lives of people living in peace and to minimize loss and destruction.
    I sincerely hope that the Russian Government's efforts will bring about a peaceful solution to the unhappy situation in Dagestan as soon as possible.
