Memorandum on Establishing a Joint Committee between the Government of Japan and the Government of the State of Kuwait
Desiring to enhance friendship between the two countries and seeking to enhance and develop the cooperation between them in all fields, the Government of Japan and the Government of the State of Kuwait (hereinafter referred to as "both sides") have decided as follows:
- Both sides will establish a Joint Committee to strengthen and develop their bilateral relations, particularly in the field of economy and commerce. The functions of the Committee are the followings:
- (a) Consulting on and coordinating the bilateral and international issues of mutual interests;
- (b) Developing and expanding the scope of economic cooperation in the fields of trade and investment and technology transfer through the exchange of information and coordination between the authorities of the two countries concerned;
- (c) Enhancing the cooperation between the two countries in the oil and gas sector both upstream and downstream for the purpose of stable energy supply, and promoting cooperation in other energy sectors;
- (d) Developing and enhancing relations between the private sectors of the two countries;
- (e) Developing and enhancing cooperation in the areas of mutual interests;
- (f) Preparing, evaluating and following up on proposals aiming at strengthening economic ties between the two countries; and
- (g) Enhancing a transparent, free and encouraging environment for increasing investment and business opportunities between the two countries.
- The Joint Committee will be chaired by, on the Japanese side, Minister for Foreign Affairs and Minister of Economy, Trade and Industry, and on the Kuwaiti side, Minister of Foreign Affairs, or their representatives, with the participation of appropriate ministries in line with the issues to be discussed. The committee will comprise of officials of relevant ministries and concerned organizations and, based on consensus between both sides, private sector and other relevant organizations.
- The Joint Committee will hold a meeting regularly in both countries alternately in principle. It will set up sub-committees specialized in the fields of mutual interests. Terms of references of such sub-committees will be decided by the Joint Committee.
- Both sides will complete necessary internal procedures in order to carry out the content of this Memorandum.
