RECORD OF DISCUSSIONS ON
JAPAN-JORDAN PARTNERSHIP PROGRAMME


The Government of Japan and the Government of the Hashemite Kingdom of Jordan, considering the significance of jointly implementing a technical cooperation programme in supporting social and economic development efforts in developing countries and regions, have shared the common recognition that the Japan-Jordan Partnership Programme for the Promotion of South-South Cooperation should be implemented by the two Governments as development partners based on the present Record of Discussions including its annex in accordance with their respective national laws and regulations.

ANNEX
1. Purpose
1-1. With a view to playing gradually greater roles as development partners for developing countries and regions, and considering their respective development experiences, the Government of Japan and the Government of the Hashemite Kingdom of Jordan intend to work out a plan regarding the Joint Technical Cooperation Programme (hereinafter referred to as "the Programme") by effectively combining their human, technological and financial resources in order to support social and economic development efforts in developing countries and regions.
1-2. In planning the Programme, Japan gives due attention to promoting transfer of appropriate technologies and supporting the Jordan's south-south cooperation efforts in developing countries and regions, while Jordan, taking into account its level of economic development, gives due attention to promoting its technical cooperation to developing countries and regions.
1-3. Details of the partnership are to be worked out by the two Governments through their respective implementing agencies on a case-by-case basis.
2. Training Programme
The two Governments, through their respective implementing agencies, intend to plan and implement, wherever appropriate and possible, joint training programmes, on the basis of cost sharing, for trainees from developing countries and regions, who are to be selected upon consultations between those agencies, through the Third Country Training Programmes (hereinafter referred to as "TCTP") which Japan will implement in Jordan.
Both Governments intend to share the necessary cost for these training courses and Jordan will make efforts to increase its share gradually from 15% in Japanese Fiscal Year (JFY) 2004 to 30% in JFY 2009.
3. Dispatch of Experts
3-1. The two Governments, through their respective implementing agencies, intend to examine the possibility that experts dispatched by them will cooperate closely in implementing technical cooperation projects in developing countries and regions.
3-2. The Government of Japan intend to consider sharing, wherever appropriate and possible, a part of the costs of dispatching Jordanian experts/technicians to joint technical cooperation projects in developing countries and regions.
4. Other Forms of Technical Cooperation
The two Governments, through their respective implementing agencies, intend to examine the possibility of other forms of technical cooperation for supporting social and economic development efforts in developing countries and regions.
5. Planning Committee
The Government of Japan and the Government of the Hashemite Kingdom of Jordan intend to establish a Planning Committee composed of officials of both Governments and staff of the above-mentioned implementing agencies of both Governments. The Planning Committee will be assigned to formulate, within the limit of the budgetary appropriations of both Governments, an annual work plan of the Programme for every fiscal year, consisting, inter alia, of the specific contents, the duration, and the equitable cost-sharing formulae of the above-mentioned programmes to be implemented jointly by both Governments and other agreed forms of technical cooperation.
The Planning Committee will be convened annually in Japan or in Jordan, to formulate a work plan of the next JFY. The implementation of the Programme on a day-to-day basis will be conducted and supervised by the Embassy of Japan in Jordan and the Ministry of Planning and International Cooperation of the Hashemite Kingdom of Jordan.
6. The entire framework of the Programmes will be reviewed in the year 2008.
