THE JAPAN-MEXICO PARTNERSHIP PROGRAMME

The Government of Japan and the Government of the United Mexican States, considering the significance of the bilateral technical cooperation and jointly implementing technical cooperation programmes in supporting economic and social development efforts in other developing countries, share the common recognition that the Japan - Mexico Partnership Programme, as shown in the ANNEX attached hereto, should be implemented by the two Governments in accordance with the laws and regulations of their respective countries.

ANNEX

1. Purpose

The purpose of the Japan - Mexico Partnership Programme (hereinafter referred to as "JMPP") is to reinforce the bilateral technical cooperation and to extend joint technical cooperation to other developing countries for their economic and social development by effectively combining Japanese and Mexican human, technological and financial resources.

Such cooperation will be conducted in a cooperative manner, on the basis of the principle of cost-sharing, in order to promote the transfer of knowledge, experience and technology of both countries to third countries.

In planning JMPP, the Government of Japan gives consideration to the aspects of the appropriate technologies and supporting Mexico's South - South Cooperation efforts under the Horizontal Cooperation Programme of the Government of the United Mexican States.

2. Technical Cooperation Programmes

The two Governments will administer specific technical cooperation programmes to be agreed upon between the two Governments for achievement of the above- mentioned purpose, through the following forms of technical cooperation which will be carried out by the Japan International Cooperation Agency (hereinafter referred to as "JICA") and the General Direction of Technical and Scientific Cooperation, Ministry of Foreign Affairs of the United Mexican States (hereinafter referred to as "DGCTC").

(1) Training Programmes

The two agencies will jointly implement training programmes for other developing countries through the Third Country Training Programme (hereinafter referred to as "TCTP") and the Joint Training Programme (hereinafter referred to as "JTP").

(a) TCTP, which makes use of the technology obtained through cooperation between the two Governments, will continue to be provided in the United Mexican States for trainees from other developing countries. The Government of the United Mexican States will initially assume 30% of the necessary costs for TCTP, and will make efforts to gradually increase its share to 50% in the future.

(b) With a view to extending technical cooperation other than TCTP to third countries and in the light of the importance of such cooperation for those countries, JTP, which utilizes expertise and technology of both countries, will be jointly prepared and administered by the two Governments in the future. The Government of the United Mexican States will make necessary efforts to contribute JTP with 50% of cost-sharing.

Outlines of the training programmes including TCTP and JTP to be jointly implemented by two agencies will be described in an annual work plan formulated by the Planning Committee referred to in paragraph 3 below.
The implementation of such programmes will be jointly coordinated, supervised and administered by JICA and DGCTC.

(2) Dispatch of Experts

(a) The two agencies will examine the possibility that experts dispatched by both agencies will jointly cooperate with each other in implementing technical cooperation projects in other developing countries. JICA will explore the possibility to share, wherever appropriate and possible, a part of the cost of dispatching Mexico's experts to such projects.

(b) It is necessary that a certain system and structure be established in order to implement the dispatch of the United Mexican States experts appropriately. The Government of Japan is willing to cooperate with the Government of the United Mexican States in transferring its know-how in such fields through the dispatch of JICA staff to the United Mexican States, and the acceptance of its government officials as JICA trainees in Japan under the Japanese Technical Cooperation Scheme.

(3) Other Forms of Technical Cooperation

The two Governments will examine other forms of technical cooperation, such as joint seminars in third countries on supporting the economic and social development efforts in other developing countries.

3. Planning Committee

The two Governments will establish a Planning Committee composed of officials and/or Embassy staff of both Governments and staff of JICA and DGCTC.

The Planning Committee will be assigned to formulate, within the limit of the budgetary appropriations of both countries, an annual work plan of JMPP for every year, consisting, inter alia, of the specified contents, the duration and the equitable cost-sharing formula of the above-mentioned training programmes to be jointly implemented by both agencies and other forms of technical cooperation.

The Planning Committee will be convened annually in Japan or in the United Mexican States. The implementation of the JMPP on a day to day basis will be conducted and supervised by the JICA Mexico Office and DGCTC.

4. The entire framework for JMPP will be reviewed by the Governments of Japan and The United Mexican States in the year 2006.
