MEMORANDUM ON COOPERATION
BETWEEN
THE MINISTRY OF FOREIGN AFFAIRS OF JAPAN
AND
THE MINISTRY OF FOREIGN AFFAIRS OF TURKMENISTAN
The Ministry of Foreign Affairs of Japan and the Ministry of Foreign Affairs of Turkmenistan (hereinafter referred to as "both sides"),
Striving to strengthen the friendly relations and cooperation between both countries, in line with the spirit of the United Nations Charter;
Desiring further development of cooperation for the purpose of extending their relations based on the principles of partnership and mutual benefit; and
Emphasizing the significance of cooperation within the framework of international organizations and fora,
Have reached the following common recognition:
- Both sides will hold consultations in order to discuss bilateral relations, as well as regional and international issues of mutual interest. These consultations will be held regularly in Tokyo and Ashgabat alternately. The composition of the delegations, the agenda and the dates of consultations will be arranged through diplomatic channels.
- Consultations may, in particular, be devoted to:
- a) global issues and issues concerning regional cooperation.
- b) issues regarding bilateral cooperation in the fields of mutual interest, including issues on cooperation through Official Development Assistance (ODA).
- c) any other specific issues of mutual interest.
- Both sides will cooperate and consult each other with the purpose of coordinating their activities in international organizations and fora.
- Both sides will encourage cooperation and direct contacts between members of diplomatic services. They will promote the organization of seminars and research activities, as may be decided.
