Message from Minister for Foreign Affairs Yoriko Kawaguchi to Minister for Foreign Affairs Sergey Lavrov of the Russian Federation concerning the Suicide Bombing that Occurred in Northern Moscow

On September 1, 2004, Minister for Foreign Affairs Yoriko Kawaguchi sent a message with the following content to Minister for Foreign Affairs Sergey Lavrov of the Russian Federation concerning the suicide bombing that occurred in northern Moscow on August 31. The message was transmitted via the Embassy of Japan in Russia.

  • Foreign Minister Kawaguchi offered her prayers for the repose of the souls of those who had fallen victim to and lost their lives in the suicide bombing that occurred in northern Moscow on August 31 and further offered her wishes for the speedy recovery of those who had been injured.
  • Foreign Minister Kawaguchi expressed her deep sorrow that such a contemptible act of terrorism had occurred targeting civilians near a subway station as well as for the loss of many lives in this bombing and indicated her strong outrage that such grief and deep anguish had been brought upon the victims and bereaved family members.
  • Acts of terrorism can in no way be tolerated, nor can they be justified under any circumstances. The recent frequent occurrence of terrorist acts around the world is an extremely grave issue. The fight against terrorism is one that the international community must undertake together. In this regard, Foreign Minister Kawaguchi expressed her intent to keep in close contact with Foreign Minister Lavrov on this issue with the United Nations General Assembly in New York serving as one opportunity to do so.
