On September 4, 2004, Prime Minister Junichiro Koizumi sent a message to President Vladimir Putin of the Russian Federation concerning the hostage situation at a school in the Republic of North Ossetia in southern Russia. The message was transmitted via the Embassy of Japan in Russia. In his message, Prime Minister Koizumi expressed his deep shock and strong outrage at the loss of the lives of so many citizens including children in this terrorist attack and his condolences for the victims of the incident and their bereaved family members, as well as strongly denounced acts of terrorism.

On September 4, 2004, Minister for Foreign Affairs Yoriko Kawaguchi sent a message to Minister for Foreign Affairs Sergey Lavrov of the Russian Federation concerning the hostage situation at a school in the Republic of North Ossetia in southern Russia. The message was transmitted via the Embassy of Japan in Russia. In her message, Foreign Minister Kawaguchi expressed her deep shock and strong outrage at the loss of the lives of so many citizens including children in this terrorist attack and expressed her condolences for the victims of the incident and their bereaved family members, as well as she expressed her intent to continue to keep in close contact with Foreign Minister Lavrov on the issue of the fight against terrorism.
