Reconstruction Assistance to Sri Lanka for the Damage Caused by the Tsunami
(Provision of Gulley suckers)

  1. The Ministry of Foreign Affairs of Japan (MOFA) received a request from the Government of the Democratic Socialist Republic of Sri Lanka to provide gulley suckers, through Japan's Non-Project Grant Aid, as part of emergency assistance for damage caused by the tsunami in the Indian Ocean triggered by the large earthquake off the coast of Sumatra Island of Indonesia. In response to this request, MOFA has decided to provide nine second-hand gulley suckers. The vehicles were donated by Yokohama City in cooperation with the Ministry of the Environment.
  2. The Scheduled plan for transporting the vehicles is as follows.
    March 6 Depart from Yokohama port by ship
    March 20 Arrive at Colombo Port
  3. The Government of Japan has already been transporting (relaying) and distributing aid supplies to affected people in the disaster-stricken regions and distributing them to the people with the cooperation of relevant ministries and agencies, warehouse businesses and airline companies of the private sector, the Self-Defense Forces (SDF) as well as international organizations. In this regard, the provision of gulley suckers is one of such projects coordinated by relevant ministries as well as local governments. The Government of Japan hopes that such cooperation between relevant ministries and agencies, local governments and private companies in delivering assistance will gain more currency as a form of assistance in the future.

(Note) Current status of other Non-Project Grant Aid to Sri Lanka (8 billion yen)

  1. The decision has been made to use the grant aid for the purchase of water supply vehicles, water tanks, electric power generators and heavy machinery for construction, as well as for the construction of elementary and lower secondary schools (four schools). Details on the implementation of these projects including procurement procedures are to be decided at a later date.
  2. Discussion is currently taking place regarding other areas such as restoration of bridges and repair of facilities related to the fisheries industry.
